A reforma do ensino médio e suas aproximações com o BID: conexões no fomento da dualidade

Abstract

Este trabalho teve como objetivo a compreensão da Reforma do Ensino Médio, aprovada em 2017, à luz das orientações do Banco Interamericano de Desenvolvimento (BID) para os países da América Latina e Caribe. Para tanto, realizou-se a análise do documento Desconectados, produzido pelo BID, buscando identificar suas aproximações com o conteúdo proposto na Lei n° 13.415/2017. A partir da investigação realizada, identificamos importantes semelhanças entre as orientações do BID para os jovens latino-americanos e as proposições contidas na Lei, principalmente no que se refere ao incentivo do ensino técnico no contexto do Ensino Médio. Concluímos que o “Novo Ensino Médio” aprofunda as desigualdades sociais que historicamente atravessam o Brasil, sendo utilizada como mecanismo de manutenção e reprodução do capital.This work aimed to understand the Secondary Education Reform, approved in 2017, in light of the guidelines of the Inter-American Development Bank (IDB) for Latin American and Caribbean countries. To this end, the document Desconectados, produced by the IDB, was analyzed, seeking to identify its similarities with the content proposed in Law No. 13,415/2017. Based on the investigation carried out, we identified important similarities between the IDB's guidelines for young Latin Americans and the propositions contained in the Law, mainly with regard to encouraging technical education in the context of High School. We conclude that the “New High School” deepens the social inequalities that historically permeate Brazil, being used as a mechanism for maintaining and reproducing capital.
