Abstract
O contexto da pandemia causada pelo SARS-CoV-2, o coronavírus, fez com que a desigualdade social se sobressaísse, levando as universidades a se adequarem a uma nova realidade, com o intuito de reduzir danos pedagógicos e manter a continuidade do ensino-aprendizagem para seus acadêmicos. Nessa circunstância, o prsente estudo abordou o Programa Auxílio Conectividade, da Universidade do Estado do Amazonas (UEA), para superação dos efeitos da pandemia da Covid-19, tomando como base o ciclo de Políticas Públicas. As mudanças ocorridas no meio educacional, devido ao contágio, impulsionaram a implementação de políticas públicas que garantissem ao discente acompanhar e participar das atividades não presenciais. O Programa Auxílio Conectividade foi desenvolvido visando a necessidade de manutenção e ampliação das políticas de assistência estudantil que garantem a inclusão digital e a permanência na UEA. Dada a emergência e a importância de políticas educacionais, a avaliação do Programa mostrou-se fundamental. Nesse contexto, o objetivo geral deste estudo é avaliar o Programa Auxílio Conectividade, criado pela UEA, com base na percepção da comunidade acadêmica no cenário da pandemia. Para tanto, fundamentou-se na Teoria do Programa, através da apresentação do Modelo Lógico, do Auxílio Conectividade. Buscou-se utilizar a Teoria do Programa e o Modelo Lógico, pois são ferramentas úteis para organizar avaliações de políticas públicas. A construção do Modelo Lógico se deu a partir das análises documentais de Decreto, Resolução, Portaria, edital e Manual, divulgados pela Gestão Superior da referida universidade. A avaliação do programa se deu por meio de entrevistas semiestruturadas com os diretores dos Centros de Estudos Superiores da Universidade e com a Gestão Superior, que estiveram à frente da tomada de decisão do programa. A análise dos dados ocorreu por meio do instrumento de análise do corpus textual, o software IRAMUTEQ, e da análise de Conteúdo. A avaliação do programa também se fez na realização de aplicação de questionários aos beneficiários do Programa Auxílio Conectividade, a fim de compreender a percepção dos estudantes. O estudo afirma a relevância de utilizar um modelo lógico na avaliação de políticas públicas, especialmente em um contexto ex-post. O programa auxílio conectividade, ao ser avaliado, demonstrou eficácia em seu objetivo de viabilizar o ensino aprendizagem. Contudo, as análises mostraram que as dificuldades de infraestrutura no Estado do Amazonas, impactaram negativamente a experiência educacional dos alunos que vivem em municípios mais afastados da capital. Isso evidencia uma desigualdade no acesso às ferramentas essenciais para a educação digital, sugerindo que, apesar da boa intenção do programa, sua implementação precisa considerar as realidades locais. The context of the pandemic caused by SARS-CoV-2, the coronavirus, made social inequality stand out, leading universities to adapt to a new reality, with the aim of reducing pedagogical damage and maintaining the continuity of teaching-learning for your academics. In this context, the present study addressed questions about the Connectivity Aid Program of the State University of Amazonas (UEA), to overcome the effects of the Covid-19 pandemic, taking as a basis the Public Policy cycle. The changes that occurred in the educational environment due to the Covid-19 pandemic boosted the implementation of Public Policies that guaranteed students to follow and participate in non-face-to-face activities. The Connectivity Assistance Program was created to address the need to maintain and expand student assistance policies that guarantee digital inclusion and permanence at UEA. Given the emergence and importance of educational policies, the evaluation of the Program proved to be fundamental. This study had the general objective of evaluating the Auxílio Conectividade Program, created by UEA, to overcome students' academic difficulties in the context of the pandemic. To this end, it was based on the Program Theory through the presentation of the Logical Model, the Connectivity Aid. We sought to use the Program Theory and the Logical Model as useful tools for organizing public policy evaluations. The construction of the Logical Model was based on documentary analyzes of Decree, Resolution, Ordinance, notice and Manual published by the Higher Management of the aforementioned university. Program evaluation It took place through semi-structured interviews with the directors of the University's Higher Studies Centers and Higher Management, who were at the forefront of the program's decision-making. Data analysis occurred using the textual corpus analysis instrument, the IRAMUTEQ software, and Content analysis. The evaluation of the program was also carried out by applying questionnaires to beneficiaries of the Connectivity Aid Program in order to understand the students' perception. From the evaluation techniques carried out, it was found that the analyzes validated the Auxílio Conectividade program, designed to continue teaching and learning for students, however, given the infrastructure difficulties that the State of Amazonas presents, students residing in Municipalities far from the capital had more difficulties with the connection. The study reinforces the importance of using the logical model of an ex-post program to evaluate public policies.
