Abstract
Este estudo tem como objetivo analisar como a Universidade do Estado do Amazonas (UEA) está estruturada física, administrativa, e academicamente para realizar a interiorização do ensino superior no estado do Amazonas, considerando desde as unidades de ensino, a estrutura de gestão aos cursos de graduação por demanda, ou, de oferta especial. Para obter as informações que permitissem a compreensão destes aspectos, foram realizadas, além de entrevistas, pesquisa documental, aproveitando a experiência obtida após vários anos de atuação junto à gestão voltada ao interior. A análise dos resultados permitiu a compreensão de como se dá a estratégia de interiorização da UEA, a configuração das estruturas de ensino nos municípios, a metodologia dos cursos de graduação, a tecnologia utilizada para a realização destes cursos, e como se está configurada a gestão para isso, através de uma Pró Reitoria inteiramente dedicada ao interior. Quanto à relação da interiorização do ensino superior com o desenvolvimento socioeconômico, foi possível perceber que, a quantidade de cursos ofertados alcança muitos municípios, particularmente os cursos da modalidade mediada por tecnologia, com um número pequeno de cursos, oito, mas alcançando muitas turmas, setenta e sete. Mesmo assim, este estudo mostrou que deverá haver maior foco da Instituição no atendimento das necessidades de desenvolvimento nas áreas de Emprego e Renda, Educação e Saúde, com base no índice Firjan de Desenvolvimento Municipal- FIRJAN. Para este último fator, verificou-se que, atualmente, somete 20% dos municípios que possuem os 10 piores índices tem algum curso ligado à área. Estruturalmente e administrativamente, a UEA realizou um sólido trabalho. A metodologia e estrutura dos cursos de graduação mediados por tecnologia mostra- se o grande diferencial acadêmico para alcançar uma grande quantidade de municípios, aliando tecnologia e ensino. O desenvolvimento, pela Instituição, de uma metodologia que, tendo como referência, um índice de desenvolvimento socioeconômico, como o IFDM -FIRJAN, poderá se constituir em uma base assertiva, ao sinalizar a necessidade de desenvolvimento dos municípios do interior do estado abrindo assim uma janela grande oportunidade para a Universidade ajustar o foco decisório sobre a oferta dos cursos mais adequados para estas necessidades de desenvolvimento Palavras-chave: interiorização do ensino superior; cursos de oferta especial da uea ; desenvolvimento socioeconômico ; amazonas/am
This study aims to analyze how the Universidade do Estado do Amazonas (UEA) is structured physically, administratively, and academically to carry out the internalization of higher education in the state of Amazonas, considering everything from the teaching units, the management structure to the undergraduate courses, on demand or special offer. In order to obtain the information that would allow the understanding of these aspects, in addition to interviews, documentary research was carried out, taking advantage of the experience gained after several years of working with management focused on the interior. The analysis of the results allowed the understanding of how the UEA's internalization strategy works, the configuration of the teaching structures in the municipalities, the methodology of the undergraduate courses, the technology used to carry out these courses, and how the management is configured for this, through a Pro-Rector's Office entirely dedicated to the interior. Regarding the relationship between the internalization of higher education and socioeconomic development, it was possible to perceive that the number of courses offered reaches many municipalities, particularly the courses in the technology- mediated modality, with a small number of courses, eight, but reaching many classes, seventy-seven. Even so, this study showed that the Institution should focus more on meeting the development needs in the areas of Employment and Income, Education and Health, based on the Firjan Municipal Development Index (FIRJAN). For this last factor, it was found that currently only 20% of the municipalities with the 10 worst indexes have some course related to the area. Structurally and administratively, the UEA has done a solid job. The methodology and structure of the technology-mediated undergraduate courses prove to be the great academic differential for reaching many municipalities, combining technology and teaching. The development, by the Institution, of a methodology that, using a socioeconomic development index as a reference, such as the IFDM-FIRJAN, could constitute an assertive basis, by signaling the need for development of the municipalities in the interior of the state, thus opening a great window of opportunity for the University to adjust the decision-making focus on offering the most appropriate courses for these development needs.
