Modernização da gestão pública: análise da aplicação de métodos ágeis em uma Superintendência da Agência Nacional de Energia Elétrica

Resumo
Este estudo buscou analisar as implicações da utilização de métodos ágeis na Superintendência de Concessões e Autorizações de Geração (SCG) da Agência Nacional de Energia Elétrica (ANEEL). Para isso, identificou-se os desafios, potencialidade e áreas passíveis de aprimoramento, visando a otimização e modernização da gestão organizacional. Dois estudos distintos, porém, complementares, foram desenvolvidos. No primeiro, analisou-se as capacidades estatais da ANEEL, sob a ótica do modelo teórico desenvolvido por Wu, Ramesh e Howlett (2015) em seu nível técnico-administrativa conforme Pires e Gomide (2016). Os resultados demonstraram que a ANEEL, de forma geral, possui indicadores já em grau de aprimoramento (TCU, 2021) indicando sua elevada capacidade técnico-administrativa. No entanto, ao desagregar alguns indicadores em suas dimensões, foi possível observar que as áreas de outorga da ANEEL, especialmente a SCG possuíam deficiências que foram sendo mitigadas a partir do momento em que se adotou metodologias ágeis na gestão de seus projetos. No segundo estudo, este qualitativo e descritivo, o objetivo foi compreender como as metodologias ágeis foram implantadas na SCG, por meio de entrevistas realizadas com 10 colaboradores que fizeram parte dessa experiência na Superintendência. A análise dos dados seguiu a metodologia de Análise de Conteúdo de Bardin (2011) com auxílio do software IRAMUTEQ. A partir do material empírico, formou-se duas categorias de análise: “Rotina de Trabalho na Superintendência da ANEEL” e “As Particularidades na implantação de Métodos Ágeis no Serviço Público”. A adoção das metodologias ágeis melhorou positivamente a gestão de projetos na SCG. Destacou-se a iniciativa dos próprios servidores em propor tal ação, com a criação de grupo de estudos e, posteriormente, de um projeto piloto, o qual permitiu a aplicação e adequação dos métodos ágeis à rotina de trabalho da SCG na ANEEL. In the second study, this one qualitative and descriptive, the aim was to understand how agile methodologies were implemented in the SCG, through interviews with 10 employees who were part of this experience in the Superintendence. Data analysis followed the methodology of Content Analysis by Bardin (2011) with the aid of the IRAMUTEQ software. Based on the empirical material, two categories of analysis were formed: "Work Routine at ANEEL’s Superintendence" and "The Particularities of Implementing Agile Methods in the Public Service". The adoption of agile methodologies has positively improved project management at the SCG. The initiative of the civil servants themselves in proposing such an action was highlighted, with the creation of a study group and later a pilot project, which allowed the application and adaptation of agile methods to SCG's work routine at ANEEL.
