Educação infantil no município de Viçosa-MG: o custo-efetividade da participação de organizações da sociedade civil

Resumo
Esta dissertação tem como objetivo responder a seguinte questão: Qual a relação efetividade-custo da implementação de políticas públicas com o envolvimento do Terceiro Setor na educação infantil, tendo como foco as crianças de 0 a 3 anos de idade, para o caso do município de Viçosa-MG? Para responder esta problemática foram determinados três objetivos específicos: I. Analisar como o Plano Nacional de Educação (PNE) é aplicado na educação infantil no município de Viçosa-MG; II. Avaliar a prestação dos serviços de educação infantil promovida pelo Terceiro Setor em relação ao investimento feito, comparando ao que é realizado pela própria administração pública municipal; e, III. Identificar os custos e os benefícios da prestação dos serviços de educação infantil pelo Terceiro Setor para a administração pública municipal de Viçosa-MG. Para tanto, foi realizado um levantamento histórico e documental sobre o desenvolvimento da educação infantil no Brasil considerando as políticas públicas com enfoque no terceiro setor. Em seguida, tais informações foram comparadas com os dados relativos ao desenvolvimento da educação infantil no município de Viçosa-MG. Posteriormente, realizaram-se cálculos de indicadores de efetividade, custos e benefícios da prestação dos serviços de educação infantil pelo terceiro setor para administração pública municipal de Viçosa-MG. De forma geral, os resultados do estudo indicam que a utilização dos serviços do terceiro setor para cumprimento das metas de atendimento da educação infantil para o serviço de creche apontadas no Plano Nacional de Educação, além de possibilitar o aumento do número de vagas tem um custo menor comparado com o mesmo atendimento feito de forma direta pelo município de Viçosa-MG, ou seja, avaliando apenas os aspectos econômicos e o de aumento de vagas o custo efetividade exige menor investimento quando promovido em parceria com o terceiro setor. Assim, conclui-se que o envolvimento do terceiro setor na política pública da educação infantil traz benefícios sociais e auxilia o trabalho do setor público no município de Viçosa-MG. This dissertation aims to answer the following question: What is the cost- effectiveness of implementing public policies with the involvement of the Third Sector in early childhood education, focusing on children from 0 to 3 years of age, in the case of the municipality of Viçosa-MG? To respond to this issue, three specific objectives were determined: I. To analyze how the National Education Plan (PNE) is applied in early childhood education in the municipality of Viçosa-MG; II. Evaluate the provision of early childhood education services promoted by the Third Sector in relation to the investment made, comparing to what is carried out by the municipal public administration itself; and, III. Identify the costs and benefits of providing early childhood education services by the Third Sector to the municipal public administration of Viçosa-MG. To this end, a historical and documentary survey was carried out on the development of early childhood education in Brazil, considering public policies with a focus on the third sector. Then, such information was compared with data related to the development of early childhood education in the city of Viçosa-MG. Subsequently, calculations of indicators of effectiveness, costs and benefits of the provision of early childhood education services by the third sector for the municipal public administration of Viçosa-MG were carried out. In general, the results of the study indicate that the use of third-sector services to meet the goals of providing early childhood education for the daycare service indicated in the National Education Plan, in addition to allowing an increase in the number of vacancies, has a cost lower compared to the same service provided directly by the municipality of Viçosa-MG, that is, evaluating only the economic aspects and the increase in vacancies, the cost-effectiveness requires less investment when promoted in partnership with the third sector. Thus, it is concluded that the involvement of the third sector in the public policy of early childhood education brings social benefits and helps the work of the public sector in the municipality of Viçosa-MG.
