Internacionalização e relações de cooperação sul-sul: análise do programa MARCA a partir da Universidade Federal de Viçosa

Abstract
A internacionalização tornou-se um movimento em destaque nas agendas se organismos internacionais, que passaram a incentivar países e instituições incorporem estratégias e políticas voltadas para esse movimento. Esta pesquisa tem foco no programa de Mobilidade Acadêmica Regional de Cursos Acreditados- MARCA, do qual participam os cursos de Engenharia de Alimentos e Agronomia da UFV, desenvolvido pelo Mercosul com o propósito de fortalecer os vínculos acadêmicos entre instituições e países membros do bloco. A metodologia utilizada foi qualitativa realizada em três etapas: revisão bibliográfica; análise de documentos sobre a internacionalização na UFV e do Programa MARCA e; entrevistas com membros das comissões coordenadoras dos cursos de Engenharia de Alimentos e Agronomia e, com a Coordenadora Nacional do MARCA. A dissertação é dividida em três capítulos, sendo o primeiro uma reflexão sobre a internacionalização, reconhecendo que esse é um movimento presente nas instituições de Ensino Superior, que têm ganhado cada vez mais intensidade, fazendo parte das políticas e estratégias das instituições de educação superior. Algumas estratégias promovem a internacionalização voltada para atender aos interesses de países hegemônicos do norte global, porém têm ganhado espaço a aproximação com países do eixo sul, o MARCA é um exemplo. No segundo capítulo são apresentados os dados relativos ao programa MARCA e das entrevistas, a partir dos quais observamos que, embora o programa ofereça um número pequeno de vagas de mobilidade, há instituições de todas as regiões brasileiras realizando convênios com o programa, desperta o interesse de muitos participantes. Pelos dados e entrevistas, é nítido o reconhecimento da importância que a mobilidade traz à formação dos estudantes, bem como o MARCA na perspectiva de internacionalização. No terceiro capítulo analisamos as relações do Brasil com o sul global e o norte global, buscando compreender as ações e estratégias desenvolvidas ao fortalecimento dos vínculos científicos, tecnológicos e institucionais. Destacamos o papel do bloco de países do BRICS, que atualmente têm promovido diversas estratégias para romper com a hegemonia do norte, buscando relações de cooperação em nível de igualdade. A atuação do Brasil no BRICS tem demonstrado que as relações com países do sul global fazem parte não apenas das estratégias comerciais, mas científicas e tecnológicas. Desse modo, conclui-se que a qualidade da internacionalização vai depender das políticas desenvolvidas em programas como o MARCA, contribuindo para a ampliação das relações bilaterais, bem como para a formação dos estudantes. Além disso, a concepção de sul global tem ganhado terreno no cenário internacional de crise da hegemonia ocidental, trazendo novos caminhos para as relações mundiais. The internationalization has become a movement that is highlighted on the agendas of international organizations, which have begun to encourage countries and institutions to merge with strategies and policies related to this movement. This research focuses on the Mobilidade Acadêmica Regional de Cursos Acreditados- MARCA, program, in which the Food Engineering and Agronomy courses from Federal University of Viçosa (UFV) participate, developed by Mercosur with the purpose of strengthening academic relationship between institutions and member countries of the bloc. The methodology used was qualitative, using three stages: bibliographic review; analysis of documents about the internationalization at UFV and the MARCA Program; and interviews with members of the coordinating committees of the Food Engineering and Agronomy courses and with the National Coordinator of MARCA. The dissertation is divided into three chapters, the first is a reflection about the internationalization, recognizing that this is a movement attending in higher education institutions and has gained increasing intensity, becoming part of their policies and strategies. Some strategies foster internationalization targeted toward serving the interests of hegemonic countries in the global north, but closer ties with countries in the South-South axis have been gaining ground, MARCA is a sample of it. The second chapter presents data related to the MARCA program and the interviews, From that, we observe that, although the program offers a small number of mobility positions, institutions from all regions in Brazil have partnerships with the program, which attracts the interest of many participants. The data and interviews clearly demonstrate the importance of mobility for student development, and MARCA offers a new perspective on internationalization. In the third chapter, we analyzed Brazil's relations with the global south and the global north, questing to understand the actions and strategies developed to strengthen scientific, technological, and institutional ties. We highlight the role of BRICS’s bloc countries, which are currently promoting different strategies to break with the hegemony of the North, seeking cooperative relations on an equal footing. Brazil's role in BRICS has demonstrated that relations with countries in the global south are not only part of trade strategies, but also of scientific and technological ones. therefore, it can be concluded that the quality of internationalization will depend on the policies developed; programs like MARCA contribute to the expansion of bilateral relations, as well as to student education. In addition, the concept of the global south has gained ground on the international stage amid the Western hegemonic crisis, bringing new ways for global relations.
