Abr’olhos! Uma análise histórica do Parque Nacional Marinho dos Abrolhos com as comunidades pesqueiras de Caravelas, BA

Abstract

A implementação no Brasil de Unidades de Conservação (UC), a partir dos anos de 1930, foi motivada, como se sabe, pela necessidade de preservação da natureza. Entretanto, a criação e manutenção dessas áreas protegidas, por vezes, deflagram conflitos que envolvem as comunidades tradicionais do seu entorno no que toca as restrições no usufruto de seus recursos naturais. A disputa de interesses e os impasses nas questões fundiárias relevam assim as fragilidades nas relações da gestão de conservação com as populações locais. Diante desta questão, este trabalho teve por objetivo compreender os desafios gerados com as restrições impostas a partir da criação da UC integral na região dos Abrolhos por meio da identificação e análise dos conflitos que circundam o Parque Nacional Marinho dos Abrolhos, criado em 1982, e as comunidades pesqueiras de Caravelas, no Extremo Sul da Bahia. Ao longo da pesquisa foi possível observar, através de entrevistas e análises de documentos variados como jornais e leis, que os dilemas surgidos desde a inauguração do Parque Nacional Marinho de Abrolhos foram e são impulsionados, fundamentalmente, por interesses de ordem econômica ao envolver grandes empreendimentos na região, como a extração de petróleo e gás, a carcinicultura e a utilização da barcaça para escoar madeira de celulose pelo oceano. Com efeito, apesar dos pescadores reconhecerem a importância do Parque para a biodiversidade da região, eles não identificam benefícios para a economia local, o que acarreta em uma das razoes dadas para a existência da pesca ilegal e da clara percepção sobre fragilidade dos projetos de educação ambiental implementados na região.

The implementation of Conservation Units (CU) in Brazil from 1930 on was motivated, as it is known, by the need to preserve nature. However, the creation and maintenance of these protected areas, at times, deflagrate conflicts that involve the traditional communities surrounding them, where restrictions regarding their use of natural resources are concerned. The dispute of interests and the impasse regarding land issues thus reveal the frailties in the management conservation relationships with the local population. Based on this issue, this investigation aimed to understand the challenges generated by the restrictions imposed since the creation of the integrated CU in the region of Abrolhos, through the identification and analysis of the conflicts that surround the Parque Nacional Marinho de Abrolhos, founded in 1982, and the fishing communities of Caravelas, in the extreme South of the State of Bahia. Throughout the research it was possible to verify through surveys and analyses of varied documentation such as newspapers and acts that the dilemmas that have arisen since the opening of the Parque Nacional Marinho de Abrolhos were and have been pursued fundamentally by interests of economic order when great ventures in the region were involved, such as petroleum and gas extraction, shrimp farming, and the use of barge to move cellulose wood over the ocean. In fact, despite the fact that the fishermen are aware of the importance of the Park for the biodiversity of the region, they are not able to identify the benefits for the local economy, which leads to one of the reasons for the existence of illegal (unregulated) fishing and the clear perception regarding the frailty of environmental education projects that are implemented in the region.
