Potencialidades e contribuições de um Websig aplicado à gestão, divulgação e preservação do patrimônio cultural no município de Viçosa – MG

Abstract

O presente trabalho de pesquisa foi desenvolvido no Mestrado Profissional Cultural, Paisagens e Cidadania e teve como objetivo a análise do processo de gestão do patrimônio cultural no município de Viçosa-MG, as possíveis contribuições de um Sistema de Informações Geográficas do Patrimônio Cultural (disponível na internet) para o fortalecimento das ações de cunho educacional/informacional, enquanto ferramenta capaz de viabilizar o diálogo entre os gestores do patrimônio e os munícipes, promovendo uma gestão democrática do patrimônio cultural e, consequentemente, do território municipal. A pesquisa concentrou-se, sobretudo, nas ações desenvolvidas nas últimas décadas do século XX, com a promulgação da Carta Constituinte de 1988, a proposta de elaboração do Plano Nacional de Cultura e, no âmbito municipal, nas ações iniciadas na década de 1990 com a criação do Conselho Municipal de Cultura até a primeira metade da década de 2020. Foram analisadas as principais ações no intuito de construção de um sistema nacional de gestão do patrimônio, bem como os principais instrumentos utilizados na gestão e preservação em âmbito nacional e, também, no município de Viçosa, com destaque para o inventário municipal do patrimônio e a Transferência do Potencial Construtivo. Entre as fontes utilizadas, encontra-se o acervo documental do Arquivo do Departamento Municipal de Cultura e Patrimônio, textos publicados em blogs e os sites oficiais das intuições que compõem a estrutura administrativa responsáveis pelas políticas voltadas para o patrimônio cultural. Por fim, analisou-se algumas soluções WebSIG disponíveis na rede que se propõem auxiliar a gestão municipal. Espera-se que essa reflexão teórica possibilite a compreensão de que a gestão, preservação e divulgação do Patrimônio Cultural pode tornar-se mais eficiente e democrática com o auxílio das tecnologias de informação geográfica. Como produto final, é apresentado a possibilidade de desenvolvimento de um WebSIg do Patrimônio Cultural, baseado integralmente em softwares de código aberto e livre.

This research was developed in the “Mestrado Cultural Profissional, Paisagens e Cidadania” (Cultural Professional Master degree, Landscapes and Citizenship), and aimed to analyze the management process of the cultural patrimony in Viçosa-MG, the possible contributions of a geographic information system of cultural patrimony (available on the internet) for the strengthening of educational/informational actions; we analyze it as a tool capable of making possible the dialog between the managers of the patrimony and the citizens, promoting a democratic management of both the cultural patrimony and the municipal territory. The research concentrated mostly in the actions developed in the last decades of the twentieth century, with the promulgation of the “Carta Constituinte de 1988” (Constituent letter of 1988), the proposal of the “Plano Nacional da Cultura” (National Plan of Culture), and, in the municipal scope, in the actions started in the 1990s with the creation of “Conselho Municipal da Cultura (Municipal Counsel of Culture) until the first half of 2020s. We analyzed the main actions in order to construct a national system of management of the patrimony, as well as the main instruments used in the management and preservation in a national scope and in Viçosa, with emphasis to the municipal inventory of the patrimony and the Transfer of the Constructive Potential. Among the used sources, there are the documental collection of Arquivo do Departamento Municipal de Cultura e Patrimônio (File of Municipal Dapartament of Culture and Patrimony), texts published in blogs and official websites of institutions that compound the administrative structure responsible by the policies turned to the cultural patrimony. At last, we analyzed some WebSIG solutions available on the web that propose to help the municipal management. We hope this theoretical reflection to enable the comprehension that management, preservation and divulgation of cultural patrimony can become more efficient and democratic with the aid of geographic information technologies. As a final product, we present the possibility of development of a WebSig of the cultural patrimony, based totally on softwares of free and opened code.
