Abstract
O objetivo desse trabalho é avaliar o efeito das regulamentações sanitárias (SPS), relacionadas aos surtos da Peste Suína Africana (PSA), sobre as exportações mundiais de carne suína. O modelo de gravidade é empregado para incorporar notificações sobre a ocorrência da doença nos principais mercados exportadores. Os resultados vão de encontro da literatura que investiga a “epidemiologia econômica” e evidenciam que as medidas regulatórias associadas a doenças têm efeitos negativos sobre o comércio. No contexto do estudo, isso significa que as medidas SPS, embora tenham objetivos legítimos de assegurar saúde e segurança, podem imputar altos custos de adequação por parte do exportador, podendo interferir na sua capacidade de competir.
The objective of this work is to evaluate the effect of sanitary regulations (SPS) related to African Swine Fever (ASF) outbreaks on world pork exports. The severity model is used to incorporate notifications about the occurrence of the disease in the main export markets. The results are in line with the literature that investigates “economic epidemiology” and show that regulatory measures associated with diseases have negative effects on trade. In the context of the study, this means that SPS measures, although they have legitimate objectives to ensure health and safety, can impose high costs of adaptation on the part of the exporter, which can interfere with the supplier's ability to compete.
