O menor infrator na comarca de Viçosa-MG: família, instituições e sociedade

Abstract

Este estudo objetivou tipificar o perfil socioeconômico, o padrão das relações familiares e a trajetória de vida dos menores infratores de Viçosa, procurando identificar em que medida esses menores se ajustam ao perfil tradicional de “menor infrator”, que associa pobreza à marginalidade e à desestruturação familiar, típico de grandes centros urbanos. Foi feita uma pesquisa documental nos arquivos do Fórum da Comarca de Viçosa, para identificação dos processos com menores infratores e seus endereços, compreendidos entre 1990 e 1999. Foi aplicado um questionário a uma amostra de menores e às suas famílias. As análises foram feitas sobre o perfil do menor infrator, o perfil familiar e sobre as relações familiares e sociais do menor e sua percepção de mundo. Assim, o perfil do menor infrator de Viçosa aproxima-se do menor infrator dos grandes centros quanto à origem social, pois ambos são oriundos de classes sociais pobres, mas não exclusivamente quanto à desestruturação familiar e alguns aspectos. No entanto, distancia-se daquele perfil, na medida em que não são “meninos de rua”, têm a família como referência, têm boas expectativas de futuro e conhecem o significado da idéia de solidariedade. O alarme social da questão da infração do menor é preocupante, bem como a situação da inadequação do quadro institucional da assistência e do apoio, não só em Viçosa, mas em todo o País.

The objective of this study was to characterize the socioeconomic profile, the pattern of the family relationships and the life trajectory of the underage offenders of Viçosa, trying to identify in which measure these young people would be identified with the traditional profile of the underage offender, that associates poverty to criminality and family rupture, typical of great urban centers. A documental research in the files of the Forum of the District of Viçosa was carried out to identify processes with underage offenders and their addresses, between 1990 and 1999. A questionnaire was applied to a sample of underage people and to their families. The analyses were performed on the underage offender's profile, the family profile and on the underage offender’s family and social relationships and his world perception. Thus, the underage offender's profile of Viçosa approaches of that found in the studies carried out in great centers with relation to the social origin, because both are originating from poor social classes, but not exclusively with relation to family rupture and some aspects. However, it moves away of that profile, as they are not " street " boys, they have the family as reference, they have good future expectations and they know the meaning of solidarity. The social alarm of the underage offender issue is preoccupying, as well as the situation of inadequacy of the institutional picture of attendance and support, not only in Viçosa, but in the whole Country.
