Abstract
Esta tese analisa as representações sociais de extensionistas e pesquisadores do Instituto Capixaba de Pesquisa, Assistência Técnica e Extensão Rural (Incaper) acerca da pesquisa agropecuária, da Assistência Técnica e Extensão Rural (Ater) e dos processos de transferência de tecnologia (TT), tendo como recorte empírico principal a Microrregião do Caparaó, no Espírito Santo. Fundamentado na Teoria das Representações Sociais (TRS), o estudo busca analisar as representações dos servidores entrevistados sobre tecnologia, difusão, pesquisa agropecuária e Ater. A pesquisa adotou abordagem qualitativa, de caráter exploratório, estruturada como estudo de caso. O corpus empírico foi constituído por pesquisa documental, revisão bibliográfica e entrevistas semiestruturadas realizadas com 17 servidoras e servidores do Incaper, entre extensionistas e pesquisadores. Os dados foram analisados por meio da análise de conteúdo, articulada aos conceitos de núcleo central, zonas periféricas, ancoragem e objetivação, próprios da TRS. Os resultados revelam a coexistência de diferentes paradigmas no interior do Incaper. Identifica-se a permanência de representações ancoradas no modelo difusionista clássico, marcado pela linearidade e pela centralidade da transmissão técnica, ao lado de representações emergentes que concebem a Ater como processo educativo, participativo e localmente situado. No campo da pesquisa agropecuária, as representações oscilam entre uma prática distante da realidade local e uma concepção mais integrada, construída em diálogo com extensionistas e agricultores. A transferência de tecnologia apresenta-se como uma categoria polissêmica, assumindo sentidos que variam entre difusão de pacotes tecnológicos, mediação sociotécnica e construção de conhecimentos. Conclui-se que a compreensão dessas representações é fundamental para o fortalecimento de práticas integradoras entre pesquisa e Ater, para o aprimoramento institucional dos processos de TT e para a construção de estratégias organizacionais orientadas pela participação, contextualização e autonomia dos sujeitos do meio rural. This thesis analyzes the social representations of extension agents and researchers from the Espírito Santo Institute for Agricultural Research, Technical Assistance, and Rural Extension (Incaper) regarding agricultural research, Technical Assistance and Rural Extension (Ater), and technology transfer (TT) processes, with the Caparaó microregion in the state of Espírito Santo as the main empirical focus. Grounded in Social Representations Theory (SRT), the study seeks to analyze the representations held by the interviewed staff members concerning technology, diffusion, agricultural research, and Ater. The research adopted a qualitative and exploratory approach, structured as a case study. The empirical corpus consisted of documentary research, a literature review, and semi-structured interviews conducted with 17 Incaper staff members, including extension agents and researchers. Data were analyzed through content analysis, articulated with the SRT concepts of central nucleus, peripheral zones, anchoring, and objectification. The results reveal the coexistence of different paradigms within Incaper. The persistence of representations anchored in the classical diffusionist model—marked by linearity and the centrality of technical transmission—is identified alongside emerging representations that conceive Ater as an educational, participatory, and locally situated process. In the field of agricultural research, representations oscillate between a practice perceived as distant from local realities and a more integrated conception, constructed through dialogue with extension agents and farmers. Technology transfer emerges as a polysemic category, assuming meanings that range from the diffusion of technological packages to sociotechnical mediation and knowledge construction. It is concluded that understanding these representations is fundamental for strengthening integrative practices between research and Ater, improving the institutionalization of TT processes, and building organizational strategies oriented toward participation, contextualization, and the autonomy of rural actors.
