Análise comparativa da produção do espaço urbano de Caratinga, Manhuaçu e Muriaé, em Minas Gerais (1990-2025)

Abstract

Esta tese investiga a produção do espaço urbano nos municípios de Caratinga, Manhuaçu e Muriaé, localizados na Zona da Mata e no Leste de Minas Gerais, no período compreendido entre 1990 e 2025, com foco na análise de sua relação com a segregação residencial involuntária. Partindo da compreensão de que as cidades médias desempenham papel estratégico na rede urbana brasileira, o estudo busca identificar semelhanças e especificidades nos processos de urbanização desses municípios, considerando seus contextos históricos, econômicos, físicos e institucionais. Metodologicamente, a pesquisa articula diferentes procedimentos analíticos, combinando análise cartográfica e espacial, levantamento e interpretação de indicadores demográficos, socioeconômicos e infraestruturais, leitura da legislação urbanística e da estrutura institucional de gestão urbana, além da realização de entrevistas com moradores e agentes públicos. A comparação entre os três municípios permite identificar padrões recorrentes e particularidades locais na produção do espaço urbano. Os resultados evidenciam que, embora Caratinga, Manhuaçu e Muriaé apresentem trajetórias urbanas distintas, a produção do espaço urbano nos três municípios ocorre de forma associada à reprodução da segregação residencial involuntária. Isso se manifesta, sobretudo, nas áreas periféricas, nas frentes mais recentes de expansão urbana e em setores com menor provisão de infraestrutura e serviços urbanos, sendo condicionada pela atuação seletiva do mercado imobiliário, pela fragilidade da regulação urbanística e por limitações institucionais do planejamento urbano. Há baixa operacionalização dos instrumentos previstos na política urbana, implantação periférica da habitação de interesse social e persistência de padrões de crescimento urbano fragmentado. Conclui-se que a segregação residencial involuntária é um elemento estrutural da urbanização das cidades médias analisadas, resultante da combinação entre condicionantes físicos do território, interesses privados e capacidade limitada de indução pública do crescimento urbano. A tese contribui para o debate sobre a produção do espaço urbano em cidades médias brasileiras e propõe uma abordagem metodológica comparativa passível de aplicação em contextos urbanos semelhantes. This dissertation investigates the production of urban space in the municipalities of Caratinga, Manhuaçu, and Muriaé, located in the Zona da Mata and Eastern Minas Gerais, over the period from 1990 to 2025, with a focus on analyzing its relationship with involuntary residential segregation. Based on the understanding that medium- sized cities play a strategic role in the Brazilian urban network, the study seeks to identify similarities and specificities in the urbanization processes of these municipalities, considering their historical, economic, physical, and institutional contexts. Methodologically, the research combines different analytical procedures, integrating cartographic and spatial analysis, the collection and interpretation of demographic, socioeconomic, and infrastructural indicators, an examination of urban planning legislation and the institutional structure of urban management, as well as interviews with residents and public officials. The comparison among the three municipalities makes it possible to identify recurring patterns and local particularities in the production of urban space. The results show that, although Caratinga, Manhuaçu, and Muriaé present distinct urban trajectories, the production of urban space in all three municipalities is associated with the reproduction of involuntary residential segregation. This is manifested mainly in peripheral areas, in the most recent fronts of urban expansion, and in sectors with lower provision of infrastructure and urban services, and is conditioned by the selective action of the real estate market, the fragility of urban regulation, and institutional limitations in urban planning. There is low operationalization of the instruments provided for in urban policy, peripheral implementation of social housing, and the persistence of fragmented patterns of urban growth. It is concluded that involuntary residential segregation is a structural element of the urbanization of the medium-sized cities analyzed, resulting from the combination of physical constraints of the territory, private interests, and the limited capacity of public authorities to steer urban growth. The dissertation contributes to the debate on the production of urban space in Brazilian medium-sized cities and proposes a comparative methodological approach that can be applied to similar urban contexts.
