A divisão das receitas tarifárias no Mercosul: uma proposta baseada na experiência de outras integrações

Resumo
O objetivo deste trabalho, baseado no Federalismo Político e Fiscal e na experiência de outros países, é propor um mecanismo de distribuição da receita aduaneira que leve em conta as disparidades existentes entre os países do bloco e testá-las para o período entre 2001 e 2009. Além da fórmula aqui proposta, foi utilizada a fórmula da União Aduaneira da África Austral (SACU). Também variamos os parâmetros da fórmula proposta para observar as mudanças e observamos que o Paraguai e a Argentina foram os principais beneficiados em todas as variações, sendo que a diminuição da receita do Brasil e do Uruguai é relativamente pequena. A principal conclusão é de que uma fórmula para distribuição da receita aduaneira pode levar à redução das disparidades entre os países do bloco, bem como ao aprofundamento do
processo de integração do bloco.
Based on the Political and Fiscal Federalism and other countries experiences, the objective of this paper is to propose a customs sharing revenue formula that also takes into account the disparities among member countries and test them for the period between 2001 and 2009. Besides the sharing formula proposed here, we used the Southern African Customs Union (SACU) sharing formula. We also vary the parameters of the proposed formula to observe de changes. Paraguay and Argentina were the most benefited countries in all variations of the formulas and the reduction of the revenue was relatively small to Brazil and Uruguay. The main conclusion is that a customs sharing revenue formula may lead to reduce disparities among the countries of the bloc and also to deeper integration process.
