Abstract
O desenvolvimento científico em biotecnologia, biologia sintética e ciências biomédicas ampliou significativamente o potencial de impacto das pesquisas sobre a segurança global. Embora esse avanço seja fundamental para o progresso social e econômico, ele também intensifica preocupações relacionadas ao uso indevido de agentes biológicos e tecnologias de uso duplo, aquelas suscetíveis de aplicações tanto pacíficas quanto hostis. No contexto da Defesa Nacional, a ausência de instrumentos éticos e normativos específicos para a governança da pesquisa sensível constitui um risco estratégico. Este trabalho, desenvolvido no âmbito do Programa PROCAD-Defesa (CAPES/MD), teve como objetivo propor diretrizes de governança e conduta científica que integrem biossegurança, bioproteção e defesa biológica no ambiente militar. A pesquisa adota abordagem qualitativa, fundamentada em análise documental e comparativa de marcos regulatórios nacionais e internacionais, incluindo a Convenção sobre a Proibição de Armas Biológicas (CPAB), as Tianjin Biosecurity Guidelines (2021) e a Portaria GM-MD nº 2.312/2023. Foram examinadas as respostas do Brasil às CBMs/CPAB desde 2018, bem como códigos de conduta institucionais e políticas de pesquisa de uso duplo de países com programas consolidados de biossegurança e bioproteção. Como principais resultados, a tese apresenta dois instrumentos inéditos e adaptados à realidade das Forças Armadas Brasileiras: (1) um Código de Conduta em Bioproteção, destinado a orientar práticas responsáveis em laboratórios e unidades de pesquisa sob jurisdição militar; e (2) uma Proposta de Política de Pesquisa sobre Agentes Biológicos e Tecnologias de Uso Duplo (PPUD), concebida como ferramenta de governança e prevenção do uso indevido do conhecimento científico. Ambos os instrumentos visam fortalecer a cultura de responsabilidade científica, promover a conformidade com compromissos internacionais e consolidar o papel do Brasil como Estado comprometido com a não proliferação biológica. Em síntese, este estudo propõe uma matriz orientadora aplicada e replicável de governança ética em bioproteção, contribuindo para o aprimoramento das políticas nacionais de biossegurança e bioproteção e para a integração entre as dimensões científica, normativa e estratégica da defesa biológica. Scientific advances in biotechnology, synthetic biology, and the biomedical sciences have markedly expanded the potential impact of research on global security; while indispensable to social and economic development, they simultaneously intensify concerns about the misuse of biological agents and dual-use technologies—i.e., those susceptible to both peaceful and hostile applications. In the context of national defense, the absence of specific ethical and normative instruments for the governance of sensitive research constitutes a strategic risk. Conducted within the PROCAD-Defesa Program (CAPES/Ministry of Defense), this study proposes governance and scientific-conduct guidelines that integrate biosafety, biosecurity, and biological defense in the military environment. Methodologically, it adopts a qualitative approach grounded in documentary and comparative analysis of national and international regulatory frameworks, including the Biological and Toxin Weapons Convention (BTWC), the Tianjin Biosecurity Guidelines (2021), and Ministerial Ordinance GM-MD No. 2,312/2023; it also examines Brazil’s submissions to the BTWC Confidence-Building Measures (CBMs) since 2018, as well as institutional codes of conduct and dual-use research policies in countries with consolidated biosafety and biosecurity programs. As principal results, the thesis presents two original instruments tailored to the Brazilian Armed Forces: (i) a Biosecurity Code of Conduct to guide responsible practices in laboratories and research units under military jurisdiction; and (ii) a Proposal for a Policy on Research Involving Biological Agents and Dual-Use Technologies, conceived as a governance tool to prevent the misuse of scientific knowledge. Both instruments are intended to strengthen a culture of scientific responsibility, promote compliance with international commitments, and consolidate Brazil’s role as a State committed to biological nonproliferation. In summary, this study proposes an applicable and replicable framework for ethical governance in biosecurity, contributing to the advancement of national biosafety and biosecurity policies and to the integration of scientific, normative, and strategic dimensions within Brazil’s biological defense system.
