Covid-19 e suspeitas de corrupção: fragilidades da administração pública brasileira

Abstract
Este artigo objetivou mapear relatos de casos suspeitos de corrupção e verificar elementos potencializadores desse tipo de comportamento nos estados do Rio de Janeiro e São Paulo. Para tanto, foram coletadas reportagens de portais que fizeram a cobertura de casos suspeitos de corrupção nesses estados. Como embasamento, foram levantadas causas do fenômeno e discutidas teorias que investigam o comportamento suspeito de agentes públicos, são elas: Teoria da Agência, Teoria da Escolha Pública, Triângulo da Fraude e Diamante da Fraude. Verificou-se que as investigações no estado do Rio de Janeiro estão mais adiantadas e que elas têm recebido maior atenção da mídia. Concluiu-se que a pandemia, por si só, é um contexto propício a casos suspeitos de corrupção no setor público; e que cultura, oportunidade percebida e capacidade são elementos indutores de atos corruptos no contexto estudado.
This article aimed to map suspected cases reports of corruption and verify potential elements of this type of behavior in the states of Rio de Janeiro and São Paulo. For this purpose, reports were collected from major portals that covered suspected cases of corruption in the states of Rio de Janeiro and São Paulo. As a basis, causes were presented to explain the phenomenon and theories that investigate public agents’ suspicious behavior were discussed, such as: Agency Theory, Public Choice Theory, Fraud Triangle and Fraud Diamond. It was found that investigations in the state of Rio de Janeiro are more advanced, and they have received more attention from the media. It was concluded that the pandemic, by itself, is a conducive context to suspicious cases of corruption in the public sector; and that culture, perceived opportunity, and capacity are elements that induce corrupt acts in this scenario.
