A organização social dos mineradores de opala: realidade e desafios do cooperativismo mineral em Pedro II no Piauí

Abstract

O modelo de funcionamento das cooperativas minerais ainda é uma incógnita na literatura sobre cooperativismo, sendo ainda um hiato entre a teoria e a prática organizacional. Por isso, o objetivo deste estudo foi compreender a dinâmica organização e de gestão da Cooperativa dos Garimpeiros de Pedro II (COOGP). Fez-se um resgate histórico do cooperativismo mineral brasileiro para demonstrar aspectos já revelados em estudos sobre o tema e lançou-se mão de uma pesquisa exploratória e descritiva, com abordagem qualitativa e método de estudo de caso. Para conseguir atingir o objetivo a análise de resultados foi dividida nas seguintes categorias: composição social, relação entre cooperativa e cooperado, e gestão e governança. Os resultados evidenciam que fatores externos influenciaram a constituição da cooperativa. Existe um bom relacionamento entre os atores, evidenciando o respeito entre as partes envolvidas e a legítima cooperação. A gestão administrativa é realizada pelos próprios garimpeiros cooperados e é onde foram identificadas as maiores dificuldades para a cooperativa. Pode-se concluir que a organização e a gestão cooperativa analisada destoa de modelos já identificados em outros estudos e que, no caso da COOGP, é possível inferir que a cooperação pode ser a base de organização da mineração em pequena escala.

The operating model of mineral cooperatives is still unknownin the literature on cooperativism, and there is still a gap between theory and organizational practice. Therefore, the objective of this study was to understand the dynamic organization and management of Cooperativa dos Garimpeiros de Pedro II (COOGP). Ahistorical review of Brazilian mineral cooperativism was carried out to demonstrate aspects already revealed in studies on the subject and an exploratory and descriptive research was used, with a qualitative approach and case study method. In order to achieve the objective, the analysis of results was divided into the following categories: social composition, relationship between cooperative and cooperative member, and management and governance. The results show that external factors influenced the formation of the cooperative. There is a good relationship between the actors, showing respect between the parties involved and legitimate cooperation. Administrative management is carried out by the cooperative garimpeiros themselves and this is where the greatest difficulties for the cooperative were identified. It can be concluded that the analyzed cooperative organization and management differs from models already identified in other studies and that, in the case of COOGP, it is possible to infer that cooperation can be the basis for organizing small-scale mining.
