Terceirização e precarização: a conformação de espaços urbanos excludentes pelos trabalhadores terceirizados da UFV em Viçosa, Minas Gerais

Abstract

Desde a sua difusão, a terceirização do trabalho assumiu um papel central na organização do trabalho. Sob a influência neoliberal, o Estado brasileiro, assim como outros Estados, passou por reformas administrativas que terceirizaram as atividades que não eram consideradas estratégicas. A crescente e legitimada terceirização se estende por todos os níveis da administração pública, chegando também à Universidade Federal de Viçosa (UFV). Este trabalho investiga como se caracterizam os trabalhadores terceirizados da UFV e como eles se relacionam e acessam os espaços e serviços da cidade de Viçosa, Minas Gerais, e da UFV. Para tanto, é abordada a configuração urbana de Viçosa sob influência direta da formação e desenvolvimento da Universidade. A pesquisa esforça-se ainda em contextualizar os eventos históricos globais e nacionais que permitiram a difusão da terceirização no Brasil, conceitua e discute essa forma de organização do trabalho e busca relacioná-la com práticas espaciais de exclusão e segregação na cidade e na Universidade. O trabalho terceirizado na UFV evidenciou questões relacionadas às condições de trabalho dos trabalhadores terceirizados, às influências da terceirização na qualidade de vida, nas implicações sobre a subjetividade do trabalhador e na relação desses sujeitos com os espaços e serviços da cidade e da universidade. Under the neoliberal influence, the Brazil, as well as other countries, underwent administrative reforms that outsourced activities that were not considered strategic. The growing and legitimate outsourcing extends to all levels of public administration, also arriving at the Federal University of Viçosa (UFV). This dissertation investigates how outsourced workers from the UFV and how they relate to and access the spaces and services of the Viçosa city, Minas Gerais state, and the UFV. Therefore, addressed the urban configuration of Viçosa city under direct influence of the formation and development of the University. The research also makes na effort to contextualize the global and national historical events that allowed the spread of outsourcing in Brazil, conceptualizes and discusses this form of work organization and seeks to relate it to spatial practices of exclusion and segregation in the city and at the University. Outsourced work at a UFV highlighted issues related to the working conditions of outsourced employees, the influences of outsourcing on quality of life, in the implications on the subjectivity of the worker and in the relationship of these subjects with the spaces and services of the city ant the University.
