Entre a democratização e a desigualdade: políticas públicas, ensino superior e letramento digital na juventude rural brasileira

Abstract
Esta tese analisou a relação entre as políticas públicas de acesso ao ensino superior, o acesso às Tecnologias Digitais da Informação e Comunicação (TDICs) e a inserção da juventude rural brasileira no ensino superior, considerando desigualdades territoriais, socioeconômicas e de letramento digital. A pesquisa articulou procedimentos bibliográficos e documentais à análise quantitativa de dados secundários da Pesquisa Nacional por Amostra de Domicílios Contínua (Pnad Contínua 2022) e da pesquisa Tecnologias da Informação e Comunicação (TIC) Domicílios 2024 – Indivíduos (Cetic.br). Foram utilizadas análises descritivas, teste do Qui-quadrado com correção de Rao-Scott, regressão logística binária múltipla e construção de indicadores de habilidades digitais. Os resultados da revisão indicaram que políticas como PROUNI, FIES e Lei de Cotas ampliaram oportunidades de ingresso no ensino superior, embora não tenham sido formuladas especificamente a partir das particularidades territoriais da juventude rural. Na análise da Pnad Contínua, foram identificadas associações entre a frequência à graduação e variáveis socioeconômicas, familiares e territoriais, entre elas sexo, renda, condição no domicílio, escolaridade familiar, faixa etária e inserção na força de trabalho. Quanto às TDICs, os resultados reforçaram a necessidade de compreender a inclusão digital para além da disponibilidade de dispositivos. A análise da TIC Domicílios evidenciou desigualdades consistentes segundo território e escolaridade: jovens urbanos com alta escolaridade apresentaram os maiores indicadores de habilidades digitais, enquanto jovens rurais com baixa escolaridade concentraram os menores valores, sobretudo nas competências mais complexas. Conclui-se que a democratização do ensino superior e a expansão da conectividade, embora relevantes, coexistem com desigualdades territoriais, socioeconômicas, educacionais e digitais. Os resultados apontam para a necessidade de políticas integradas de acesso, permanência, conectividade e desenvolvimento de competências digitais, sensíveis às especificidades da juventude rural brasileira.

This thesis analyzed the relationship between public policies for higher education access, access to Digital Information and Communication Technologies (DICTs), and the enrollment of Brazilian rural youth in higher education, taking into account territorial, socioeconomic, and digital literacy inequalities. The research combined bibliographic and documentary procedures with a quantitative analysis of secondary data from the Continuous National Household Sample Survey (PNAD Contínua 2022) and the Information and Communication Technologies (ICT) Households 2024 – Individuals survey (Cetic.br). Methods included descriptive analyses, the Chi- square test with Rao-Scott correction, multiple binary logistic regression, and the construction of digital skills indicators. Review results indicated that policies such as PROUNI, FIES, and the Quota Law expanded opportunities for higher education entry, although they were not specifically formulated based on the territorial particularities of rural youth. The analysis of the PNAD Contínua identified associations between undergraduate enrollment and socioeconomic, family, and territorial variables—including gender, income, household status, family education level, age group, and labor force participation. Regarding DICTs, the results reinforced the need to understand digital inclusion beyond mere device availability. The analysis of the ICT Households survey revealed consistent inequalities based on territory and education level: highly educated urban youth showed the highest digital skills indicators, while rural youth with low education levels showed the lowest values, particularly in more complex competencies. The study concludes that the democratization of higher education and the expansion of connectivity, while significant, coexist with territorial, socioeconomic, educational, and digital inequalities. The findings point to the need for integrated policies addressing access, retention, connectivity, and digital skills development that are sensitive to the specificities of Brazilian rural youth.
