As bordas da cidade colonial: Um estudo da paisagem tombada de Ouro Preto-MG

Abstract

Esta dissertação tem como objeto de estudo as ocupações que surgiram no entorno das áreas de origem colonial da cidade de Ouro Preto, que teve sua paisagem tombada em nível federal nos anos 1930 e reconhecida em nível internacional nos anos 1980. O trabalho teve como objetivo compreender os desafios do planejamento urbano de uma cidade de pequeno porte demográfico com amplo patrimônio urbano tombado, relacionando as iniciativas de planejamento urbano com as ações pela preservação e manutenção da paisagem da cidade por parte do IPHAN e da Prefeitura Municipal. Para isso, buscou-se na literatura as mudanças pelas quais as noções de patrimônio passaram ao longo dos anos, para contextualizar a atuação destes órgãos. Para representar os bairros recentes que fazem parte da paisagem tombada de Ouro Preto, foi feita uma análise da morfologia urbana do bairro Vila Aparecida, escolhido como um exemplo representativo por seus aspectos históricos e por seu impacto visual na cidade de origem colonial. Pelo estudo realizado, se percebeu que ao longo dos anos houve grande desarticulação entre os órgãos responsáveis pelo controle da ocupação do solo na cidade - Prefeitura e IPHAN, com ações descoordenadas, além da ausência de legislação urbanística, que permitiu que o crescimento da cidade se desse de forma desorganizada nas encostas do centro histórico, transformando a paisagem tombada de forma significativa.This dissertation focuses on forms of occupation that have emerged surrounding the colonial areas of the city of Ouro Preto, which overthrew the landscape at the national level in the 1930s and were recognized internationally in the 1980s. The study aims to understand the challenges of urban planning in a small town with rich heritage, linking urban planning initiatives with the actions for the preservation and the landscape maintenance of the city by IPHAN and the municipality. Therefore, we searched the changes of notions of patrimony throughout the years to evaluate IPHAN s and municipality s actions. To represent the most recent developed neighborhoods, which are part of the landscape in Ouro Preto, an analysis of urban morphology of Vila Aparecida, chosen for its historical and visual impact on the original city. We realized that over the years there have been major disagreements between the agencies responsible for control of land use in the city. Both municipality and IPHAN had uncoordinated actions. The absence of town planning legislation allowed the growth of the city to grow haphazardly on the slopes of the historical center, transforming the landscape significantly.
