Avaliação de impacto do programa de aquisição de alimentos no município de Ponte Nova-MG

Abstract

Como uma ação para colaborar com o enfrentamento da fome e da pobreza no Brasil e, ao mesmo tempo, fortalecer a agricultura familiar, em 2003 foi criado pelo governo federal o Programa de Aquisição de Alimentos (PAA). O Programa busca ampliar os mercados, envolvendo ações que possibilitem a distribuição de alimentos produzidos pelos agricultores familiares para pessoas em situação de insegurança alimentar. A literatura mostra que a ampliação dos mercados tem diversificado e gerado aumento na produção dos agricultores familiares que participam do PAA. Diante disso, questionou-se se esse aumento na produção tem gerado mais emprego e renda no meio rural. Nesse sentido, este trabalho buscou avaliar os impactos do PAA-DS no município de Ponte Nova - MG sobre a renda e o nível de emprego dos agricultores familiares. Os dados utilizados na pesquisa foram obtidos com a aplicação de questionários junto a agricultores beneficiários e não beneficiários do PAA-DS no ano de 2015. A análise descritiva revelou que os grupos de beneficiários e não beneficiários do PAA-DS em Ponte Nova apresentam praticamente o mesmo perfil predominante, diferenciando-se apenas nas variáveis relacionadas à mão de obra e ao acesso a outros programas. Entre os principais resultados, pode-se destacar que a variável participação no PAA antes de 2015 foi a variável que apresentou melhor poder de explicação, indicando que o agricultor que comercializa com o PAA-DS uma vez pretende comercializar novamente. Com relação aos impactos do PAA-DS, observam-se impactos positivos sobre o nível de emprego dos agricultores beneficiários, no entanto, o modelo utilizado não conseguiu captar os impactos na renda, possivelmente, por essa variável ter sido obtida por meio de faixas salariais. Esse resultado não significa que o Programa não contribui para geração de renda dos agricultores beneficiários, uma vez que o PAA-DS gera aumentos na produção e no nível de emprego. Contudo, o impacto na geração de emprego e a satisfação dos beneficiários com o Programa evidenciam a importância do PAA para a agricultura familiar, não só como uma política de comercialização, mas como um importante meio de combate ao desemprego e êxodo rural, favorecendo assim, a permanência do homem no campo.

In this sense, this work sought to evaluate the impacts of the PAA-DS in the municipality of Ponte Nova-MG on the income and the level of employment of family farmers. The data used in the research was obtained with the application of questionnaires with the beneficiary farmers and not beneficiaries of the PAA-DS in the year 2015. The descriptive analysis showed that the beneficiary groups and non-beneficiaries of the PAA-DS in Ponte Nova have virtually the same predominant profile, differentiating only in the variables related to manpower and access to other programs. Among the main results, it can be noted that the variable participation in the PAA before 2015 was the variable that presented better power of explanation, indicating that the farmer who trades with the PAA-DS once intends to market again. With regard to the impacts of the PAA-DS, there are positive impacts on the level of employment of the beneficiary farmers, however, the model used was unable to capture the impacts on the income, possibly because that variable was obtained by means of Wage ranges. This result does not mean that the program does not contribute to income generation of beneficiary farmers, since the PAA-DS generates increases in production and employment level. However, the impact on job generation and the satisfaction of beneficiaries with the programme shows the importance of the PAA for family agriculture, not only as a marketing policy, but as an important means of combating unemployment and rural exodus, Thus favoring the permanence of man in the field.
