Governança e gestão de pessoas no setor público: um estudo de caso no Poder Executivo do Estado do Amazonas

Resumo
O termo governança em gestão de pessoas tem sido bastante discutido entre organismos públicos não somente no Brasil, mas em todo o mundo. A governança pode ser descrita como um conjunto de mecanismos e sistemas para que se tenha uma organização alinhada com a necessidade e o planejamento estratégico do órgão, ou seja, para a finalidade para a qual foi criada. A governança em gestão de pessoas trata também desses mecanismos e sistemas, olhando a estrutura organizacional de forma que as pessoas que trabalham ali possam, de fato, estar motivadas para atingir a missão da organização. Esta pesquisa teve como objetivo analisar o diagnóstico das boas práticas de governança na área de Gestão de Pessoas do Poder Executivo do Estado do Amazonas. Para isso, procurou-se identificar as práticas adotadas pelos diversos órgãos dessa repartição, na área de Gestão de Pessoas; estudar o nível de governança das práticas adotadas na área de Gestão de Pessoas dos órgãos vinculados ao governo do estado do Amazonas; e explorar as boas práticas e as oportunidades de melhorias de governança na Gestão de Pessoas do Poder Executivo Estadual do Amazonas. O método utilizado nesta pesquisa foi o estudo de caso, com a coleta das informações por meio de questionário. Os resultados revelaram que os órgãos que compõem o Executivo Estadual adotam, em média, 75% das boas práticas elencadas neste estudo. Verificou-se que o mínimo de práticas adotadas foi na Gestão da Junta Comercial do Estado e, o máximo, na Gestão da Fundação de Saúde Hemoam. Os resultados também revelaram oportunidades de melhorias em todas as áreas de conhecimento categorizadas na pesquisa, principalmente no que tange às práticas relativas a padrões de comportamento, gestão por competências e gestão de talentos relacionados às necessidades de capacitação e acompanhamento das práticas de gestão de riscos, ética, avaliação de desempenho, gestão por competências e gestão do conhecimento. Concluiu-se que as boas práticas adotadas pelos órgãos do Executivo Estadual são satisfatórias, entretanto ainda há oportunidades de melhorias que podem ser implementadas para a excelência da Governança e Gestão de Pessoas. The term governance and people management has currently been widely discussed among public bodies not only in Brazil, but throughout the world. Governance can be described as a set of mechanisms and systems to have an organization aligned with the need and strategic planning of the body, that is, for the purpose for which it was created and governance in people management also deals with these mechanisms. and systems, looking at the organizational structure so that the people who work there can actually be motivated to achieve the mission of that organization. This research aimed to analyze the diagnosis of good governance practices in the area of people management in the executive branch of the state of Amazonas. In order to achieve this objective, an attempt was made to identify the practices adopted by the various bodies of the executive branch in the area of people management; study the level of governance of the practices adopted in the area of people management of the agencies linked to the government of the state of Amazonas and explore good practices and opportunities for governance improvements in the management of people in the state executive power of Amazonas. The method used for this study was the case study, with the collection of information through a questionnaire. The results revealed that the bodies that make up the State Executive adopt an average of 75% of the good practices listed in the study. It was found that the least practices adopted were in the sector of management of inactive and pensioners, and the most in the management of military personnel. The results also revealed opportunities for improvement in all areas of knowledge categorized in the survey, especially with regard to practices related to behavior standards, competency management and talent management and related to training needs and monitoring of risk management practices, ethics, performance evaluation, competency management and knowledge management. It was concluded that the good practices adopted by the State Executive bodies are satisfactory, however, there are still opportunities for improvement that can be implemented for the excellence of governance and people management.
