História da educação na região de Ponte Nova nos anos de 1863 a 1930

Abstract

O presente trabalho tem como objetivo geral conhecer os principais acontecimentos ocorridos no campo educacional do município de Ponte Nova, no período de 1863 à 1930. A escolha por essa temática ocorreu devido à carência de estudos sobre a educação desse município e da necessidade de organizar os dados e as narrações históricas para se conhecer a história do município a partir de uma dimensão local e regional, tornando-o uma unidade de observação e análise histórica. A escolha pelo ano de 1863 se deu pelo motivo desse ser o ano da emancipação política e administrativa do município. Já a demarcação do ano de 1930 como limite de pesquisa, se explica pelo acesso às fontes e pela possibilidade de se analisar o município em dois regimes políticos distintos. Foram realizadas pesquisas bibliográfica e documental, sendo a última feita no Arquivo Público Mineiro, na cidade de Belo Horizonte e no Arquivo Municipal da cidade de Ponte Nova. Os documentos utilizados para análise foram os Livros de Atas das reuniões da Câmara Municipal (1863 a 1930), o Livro de Atas de Concursos para Cargos Municipais (1908 a 1921), o Livro Escolar (1892 a 1922) e documentos do Fundo de Instrução Pública da Província de Minas Gerais, que contém os documentos produzidos pela Diretoria Geral de Instrução Pública (1827-1860 e 1867-1871), pela Agência Geral de Instrução Pública (1859-1867) e pela Inspetoria Geral de Instrução Pública (1871-1892). As questões que permearam esta investigação procuraram entender como o poder público municipal da cidade idealizou e promoveu a educação escolar durante o fim do Período Imperial e no decorrer da Primeira República (1889-1930). Além disso, tentamos compreender como a instrução pública foi se configurando conforme a legislação nacional e mineira do período, como se deram as relações do poder público com a iniciativa privada e quais ações institucionais foram implementadas no e pelo município no campo da educação. Assim, conseguimos desenvolver um mapeamento das escolas provinciais e municipais da região de Ponte Nova, organizando informações sobre suas datas de criação e funcionamento, bem como desenvolver uma história educacional do município. This paper aimed to meet the main facts of the educational field in the municipality of Ponte Nova, from 1863 to 1930. The lack of studies of education on this area in the referred town and the need to know its history from a local and regional dimension were the main reason to justify choosing this thematic, making it a observational unity and historical analysis. The political and administrative emancipation of the city happened in 1863 justifying why this year was chosen as a starting point. To close the range of the research, the year of 1930 was chosen because of the access to the sources and the possibility of analysing the city in two differents political regimes. Bibliographical and documentar researches were carried out, being the last one made in the Public Archive of Minas Gerais, in the city of Belo Horizonte and in the Municipal Archive of Ponte Nova. The documents analysed were the City Council Minutes Meeting Log (1863 to 1930), the book of minutes of Calls for Tenders (1908 to 1921), the School Book (1892 to 1922) and documents of the Public Instruction of Minas Gerais County Funds, which has documents written by the General Board of Public Instruction (1827 to 1860 and 1867 to 1871), by the General Agency of Public Instruction (1859 to 1867) and by the General Inspectorate of Public Instruction (1871-1892). The leading questions to this research tried to understand how the municipal public power idealized and promoted education from the end of Imperial Era and through the First Republic (1889-1930). Furthermore, we attempted to comprehend how a public instruction was constituted according to the National and Minas Gerais Laws at that time, how the relationships between the public and the private powers were carried out and which institutional actions were established in and for the city in the educational field. So, we were able to map the provincial and municipal schools in the region around Ponte Nova, gathering information on their establishment’s dates and functioning, and to develop an educational history of the municipality.
