Tecnologia da informação em organizações públicas: das intenções estratégicas à experiência dos usuários em uma universidade federal

Abstract

O objetivo deste trabalho é analisar o alinhamento entre a concepção estratégica, a elaboração técnica e a experiência com usuários finais do Sistema Eletrônico de Informações (SEI) na Universidade Federal de Viçosa. A pesquisa é descritiva, de caráter qualitativo, operacionalizada por estudo de caso. Os dados foram coletados por entrevistas semiestruturadas em profundidade e análise documental e submetidos à análise de conteúdo. Os principais resultados levaram à identificação de três variáveis que traduzem o alinhamento, quais sejam, a segurança, a eficiência e a informação. Como variáveis limitadoras identificou-se a aproximação entre os campi, o avanço tecnológico, a necessidade gerencial e a facilidade na utilização, das quais é possível extrair as implicações gerenciais do trabalho.The objective of this work is to analyze the alignment between the strategic conception, the technical elaboration and the experience with end users of the Electronic Information System (SEI) at the Federal University of Viçosa. The research is descriptive, of qualitative character, operationalized by case study. Data were collected through in-depth semi-structured interviews and document analysis and submitted to content analysis. The main results led to the identification of three variables that translate the alignment, which are, security, efficiency and information. As limiting variables, the approximation between campuses, technological advancement, managerial need and ease of use were identified, from which it is possible to extract the managerial implications of work.
