Avaliação dos consórcios intermunicipais de saúde da Zona da Mata Mineira: uma análise sob a ótica dos gestores de saúde

Abstract
O pacto federativo estabelecido na Constituição Federal
fixa que as três esferas do Estado são responsáveis pela
prestação do serviço público, por meio da implementação
das políticas setoriais. Cada nível do Estado (União, estados
e municípios) tem responsabilidades próprias e a atuação
deve se dar de forma harmônica, para que se possa
conseguir maior eficiência e eficácia no uso dos recursos
públicos. A prestação de serviço de saúde eficiente à
população é um desafio enfrentado por todos os
envolvidos com a área. Os municípios encontram
dificuldades advindas da limitação de recursos financeiros,
de limitadas capacidades técnicas, de problemas
administrativos, dentre outros. Uma das formas das
pequenas cidades lidar racionalmente com os problemas
apontados acima tem sido por meio das associações dos
municípios para implementação de políticas públicas.
Iniciativa esta já prevista na legislação e na própria
Constituição por meio dos assim chamados consórcios
intermunicipais. Os consórcios intermunicipais de saúde
funcionam como instrumentos de cooperação entre
municípios visando proporcionar a ambos os que
individualmente teriam menos possibilidade de realizar.
Esta pesquisa buscou relatar a avaliação dos secretários
municipais de saúde da Zona da Mata Mineira quanto ao
consórcio em que está associado. O objetivo dos consórcios
intermunicipais de saúde é fazer com que os municípios
desempenham com maior eficiência e eficácia os serviços
vitais à sua população, tendo como pressuposto os
princípios do SUS. Desta forma, este trabalho poderá
contribuir para o aperfeiçoamento da implementação das
políticas de saúde, por meio da gestão mais racional dos
recursos na associação de municípios em consórcios locais
de saúde.
The federal pact established in the Federal Constitution sets that the three branches of spheres are responsible for providing the public service, through the implementation of sectoral policies. Each State level (Union, states and municipalities) have own responsibilities and the work must be done in a harmonious way, so that we can achieve greater efficiency and effectiveness in the use of public resources. The provision of efficient health services to the population is a challenge faced by all involved with the area. Municipalities encounter difficulties arising from the limited financial resources, limited technical, administrative problems, among others. One way of small towns deal rationally with the above mentioned problems has been through associations of municipalities to implementation of public policies. Initiative is already provided for by law and in the Constitution through the so-called consortiums. Health consortiums function as instruments of cooperation between municipalities aiming to provide both individually have less chance to perform. This research aimed to report the assessment of the municipal health secretaries of the Zona da Mata Mineira as the consortium that is associate. The goal of consortiums health is to get municipalities play with greater efficiency and effectiveness vital services to its population, with the assumption SUS principles. Thus, this work could contribute to the improvement of the implementation of health policies, through the more rational management of resources in the association of municipalities in local consortia of health.
