A política de atendimento nas instituições de educação infantil públicas do município de Viçosa-MG: entre a realidade e as proposições legais e teóricas

Abstract

Contínuas mudanças sociais, econômicas e culturais têm provocado transformações na dinâmica e organização das famílias e na educação das crianças de até seis anos de idade, em todas as camadas sociais. Cada vez mais a educação e o cuidado na primeira infância são tratados pelo governo, organismos internacionais, organizações da sociedade civil e por um número crescente de países em todo o mundo. Na década de 1990, várias foram as mudanças ocorridas na legislação brasileira, que definem a garantia de atenção às crianças de zero a seis anos. Esta pesquisa se propôs analisar de que forma a política de Educação Infantil proposta pelo Estado é efetivada pela Secretaria Municipal de Educação do município de Viçosa MG e como o município tem implementado a legislação e os parâmetros de qualidade no cotidiano das Instituições de Educação Infantil sob sua responsabilidade, tentando identificar possíveis contradições entre as proposições legais e a realidade destas instituições. Como recorte empírico tomou-se as Instituições de Educação Infantil públicas urbanas do município de Viçosa MG. O objetivo geral foi analisar a realidade da Educação Infantil pública do Município de Viçosa MG, confrontando a realidade da Educação Infantil do município com a legislação vigente e com os parâmetros de qualidade definidos para o estudo. A população do estudo constituiu-se das Instituições de Educação Infantil Públicas Municipais da cidade de Viçosa MG, sendo a amostra constituída de oito Instituições de Educação Infantil Públicas Municipais, localizadas na zona urbana, nas modalidades creche e pré-escola. Os dados foram coletados por meio de entrevistas semi-estruturadas, observações in loco e análise documental. Pôde-se constatar que a realidade da Educação Infantil municipal em Viçosa não se encontra totalmente em consonância com a legislação e com os parâmetros de qualidade propostos para o estudo. Mesmo que a Educação Infantil oferecida pelo município tenha realizado muitas conquistas até o presente momento, considerando-se que a educação, em todas as suas modalidades de ensino, enfrenta dificuldades diversas, o estudo revelou uma situação dinâmica, com importantes mudanças introduzidas, mas ainda contraditórias em relação a efetivações concretas.Continuous economic and cultural changes have been causing social transformations in the family dynamics and organization and the education of children of up to 6 years of age, in all social classes. More and more education and care in first infancy are treated by the government, international agencies, civil society organizations and an increasing number of countries worldwide. In the 90s, there were several changes in the Brazilian legislation guaranteeing assistance to children aged 0-6 years. This research proposed an analysis of how the State policy for Children Education is executed by Municipal Secretary of Education of Viçosa-MG, how the city has been implementing the legislation and quality parameters in the daily life of children education institutions under their responsibility, trying to identify possible contradictions between the legal proposals and the reality of these institutions. The analysis was carried out with public institutions of children s education of Viçosa-MG. The general objective was to analyze the reality of public children s education in this municipality, comparing the reality of the city s children s education with the current legislation and the quality parameters defined in this study. The study consisted of samples of 8 Public Municipal Institutions of Children s Education in the urban area of the types day-care center and primary school. Data were collected using half-structuralized interviews, in loco observation and document analysis. The research results led to the conclusion that the reality of the municipal children s education in Viçosa does not totally meet the legislation and the considered quality parameters of this study. Regarding the access, as to the reality of assistance, there is a great distance between what the law prescribes and the reality found in the municipal institutions of children s education. However, the main purpose of this study is not only to denounce the fact that the law is not being fulfilled, but to indicate that public policies that understand the reality will indicate ways to promote compliance with legislation.
