Influência de períodos eleitorais nos gastos públicos dos municípios mineiros

Abstract

O objetivo do presente estudo é analisar a influência de variáveis políticas e econômicas nas finanças públicas dos municípios de Minas Gerais no período de 1999 a 2006. Pretende-se verificar a evolução dos gastos públicos; analisar a influência do PIB municipal nos gastos dos municípios em questão; além de detectar a presença de ciclos políticos na condução da política fiscal. Paralelamente foi de- senvolvida uma abordagem exploratória acerca do processo político nas eleições municipais de 2000 e 2004, com o intuito de responder se o candidato a prefeito nos municípios mineiros tende a expandir os gastos com a finalidade de obter resultado positivo nas urnas.The aim of this study is analyzing the influence of the political and economic variables in the public finances of Minas Gerais municipalities from 1999 to 2006. It is intended to verify the evolution of the public expenses; to analyze the influence of local PIB in the expenses of these municipalities and also to detect the presence of political cycles in fiscal policy. Alongside, an exploratory approach was developed on the political process in the municipal elections of 2000 and 2004, with the aim of telling whether the candidate for mayor in Minas Gerais municipalities tends to expand the expenses in order to obtain a positive result at the polls.
