Análise da instalação de usinas de geração distribuída fotovoltaica comunitária por meio da formação de consórcio

Abstract

A geração de energia elétrica, por meio de micro e mini usinas fotovoltaicas, vem crescendo de forma exponencial no Brasil. Isso deve, dentre outros fatores, à resolução normativa No 687/2015 da ANEEL (Agência Nacional de Energia Elétrica), pois ela criou um ambiente legal propício para tal crescimento. No entanto, algumas modalidades de aquisição coletiva dessas usinas ainda são bastante incipientes, sendo a formação de consórcios uma delas. O presente trabalho faz uma revisão nas leis e regulamentações relativas a tal, trazendo um estudo de caso de 3 Escolas Famílias Agrícolas (EFA`s), verificando a redução dos custos de instalação da usina fotovoltaica quando as EFA`s a adquirem de forma coletiva por meio de consórcio, quando comparada a aquisição individual dessas usinas, constatando-se significativa economia no custo de instalação de até 32%.

The generation of eletric energy, by the micro and mini phtotovoltaic power plants, is growthing exponentially in Brasil. This is due, among other factors, the ANEEL (Agência Nacional de Energia Elétrica), normative Resolution No 687/2015, because it created a legal environment that favored this growth. However, some forms of collective acquisition still very incipient, such as the consortium. This work review the laws and normatives relative with this theme, bringing a case study of three rural familiar schools, verifying the installation cost reduction of phtovoltaic power plant when the scools get it in a coletive way, by the consortium formation, whe compared to individual acquisition, with significant savings in installation costs of up to 32%.
