Entre global e local: o patrimônio e o turismo cultural nos centros históricos de Ouro Preto e Muriaé-MG

Abstract

Esta pesquisa tem como objetivo analisar o patrimônio cultural da Zona de Proteção Especial de Ouro Preto e da Área de Interesse do Turismo Histórico de Muriaé, buscando compreender sua relação com a atividade turística cultural. O foco está no patrimônio cultural arquitetônico localizado nos centros urbanos históricos dessas cidades mineiras, inscrito no campo dos estudos urbanos e patrimoniais. A investigação parte da concepção do patrimônio como um recurso estratégico para o desenvolvimento sustentável, alinhando-se ao Objetivo de Desenvolvimento Sustentável 11 da Agenda 2030, que propõe a salvaguarda do patrimônio cultural e natural como parte das metas para cidades e comunidades sustentáveis. O problema central da pesquisa está nas tensões entre o desordenado crescimento urbano, a exploração do turismo cultural e a preservação da integridade do patrimônio arquitetônico, especialmente em áreas historicamente significativas e classificadas como de interesse turístico-cultural. Para isso, adota-se uma abordagem qualitativa, de caráter exploratório, utilizando a metodologia de estudo de caso. Os procedimentos metodológicos incluem análise documental (como planos diretores e legislações urbanísticas e patrimoniais), revisão bibliográfica, observações de campo, elaboração de mapas e registros gráficos. Essas estratégias visam compreender as dinâmicas urbanas, culturais e institucionais que influenciam os processos de conservação e uso turístico do patrimônio nas áreas selecionadas. Ao confrontar os casos de Ouro Preto, reconhecido como Patrimônio Mundial pela UNESCO, e Muriaé, cidade piloto do programa “Cultura nas Cidades Sustentáveis”, a pesquisa busca contribuir para o debate sobre políticas públicas que integrem turismo cultural, gestão urbana e preservação do patrimônio arquitetônico. Nesse sentido, pretende-se oferecer subsídios para práticas de planejamento e gestão que promovam a valorização do patrimônio aliado ao desenvolvimento urbano sustentável, respeitando as especificidades locais e os desafios contemporâneos. This research aims to analyze the cultural heritage of the Special Protection Zone of Ouro Preto and the Historical Tourism Interest Area of Muriaé, with the goal of understanding its relationship with cultural tourism activities. The focus lies on the architectural cultural heritage located in the historic urban centers of these two cities in the state of Minas Gerais, within the scope of urban and heritage studies. The investigation is based on the understanding of heritage as a strategic resource for sustainable development, in line with the goals of the 2030 Agenda for Sustainable Development, which emphasizes the safeguarding of cultural and natural heritage as a key element in building sustainable cities and communities. The core issue addressed by the research involves the tensions between unregulated urban growth, the development of cultural tourism, and the preservation of the integrity of architectural heritage, especially in areas of historical significance that have been designated as sites of cultural and tourism interest. To explore this, the study adopts a qualitative and exploratory approach, using the case study method. The methodological procedures include document analysis (such as master plans and urban and heritage legislation), literature review, field observations, and the creation of maps and graphic records. These strategies aim to provide a comprehensive understanding of the urban, cultural, and institutional dynamics that influence the processes of conservation and the touristic use of heritage in the selected areas. By comparing the cases of Ouro Preto, recognized as a World Heritage Site by the United Nations Educational, Scientific and Cultural Organization, and Muriaé, identified as a pilot city in the “Culture in Sustainable Cities” program, the research seeks to contribute to the discussion on public policies that integrate cultural tourism, urban planning, and the safeguarding of architectural heritage. In doing so, it aims to offer insights for planning and management practices that foster the appreciation of heritage while promoting sustainable urban development, taking into account local specificities and contemporary challenges.
