A inércia na política monetária brasileira no regime de metas para inflação

Resumo
Este trabalho tem o objetivo de acrescentar novos testes estatísticos e resultados à já extensa literatura empírica que se preocupa em estimar a função de reação do banco Central do Brasil seguindo regras à la Taylor, entretanto, dando destaque para o grau de inércia presente na politica monetária. A contribuição fica por conta da aplicação do método dos momentos generalizados, levando-se em
consideração a presença de instrumentos fracos. Este método permite estimar modelos robustos em relação à heterocedasticidade com o uso de variáveis instrumentais, corrrigindo o problema de autocorrelação entre as variáveis
endógenas do modelo. Os resultados demonstram que os modelos de equações simultâneas são mais robustos do que os modelos de apenas um estágio estimados por MQO, e que no modelo de Taylor tradicional se rejeita a hipótese da presença de instrumentos fracos pelo teste de Cragg-Donald para um conjunto de instumentos adequado. Os valores estimados para a inércia da política monetária são elevados (em torno de 0,8) e corroboram a maioria dos resultados
presentes na literatura internacional.
This work has the objective to add new statistical tests and results to the already extensive empirical literature who cares about estimating the reaction function of the Central Bank of Brazil following the rules proposed by Taylor, however, paying attention to the degree of inertia present in the monetary policy. The contribution is due to the application of generalized method of moments, taking into consideration the presence of weak instruments. This method permits estimate robust models in relation to heterocedasticity. Using instrumental variables we can correct the problem of autocorrelation between the endogenous variables of the model. The results show that the simultaneous equation models are more robust than a single stage models estimated by OLS, and in the traditional Taylor model does reject the hypothesis of weak instruments for the Cragg-Donald test, using a convenient set of instruments. The estimated values for the inertia of monetary policy are high (around 0.8) and the results corroborate the international literature.
