Resumo
Com a recente descentralização político-administrativa no Brasil e abertura à participação, surgem mecanismos que marcam uma nova Era na relação entre Estado e sociedade. Este artigo objetiva analisar de que forma o federalismo oportuniza a participação popular, colocando em pauta os orçamentos participativos. Constatou-se que esse contexto possibilita participação popular, assim como o controle e aplicação de políticas públicas, destacando que o orçamento participativo tem se mostrado importante instrumento de minimização de desigualdades e desequilíbrio de acesso ao poder decisório. Por fim notou-se que o federalismo ainda não oferece garantias plenas para efetivação da participação, sendo necessário pôr em prática meios que viabilizem a democratização do processo de formulação e controle de políticas públicas.
This is a theoretical methodology article, aims to present, based on the literature review covering the theme of the evolution of the state, federalism and democracy in Brazil and popular participation, theoretical debates about federalism, citizen engagement and public participation, by highlighting the role of participatory budgeting. It was found that this context allows participation, as well as control and implementation of public policies, highlighting participatory budgeting as an important tool to minimize inequalities and imbalance of access to decision-making power. Finally it was noted that federalism does not offer guarantees for effective participation, being necessary to implement means that enable the democratization of the process of formulation and control of public poliacies.
