Abstract
The Property Value Map (PVM) is an important instrument of municipal tax administration, used to determine the assessed values of properties and establish the tax base for the Urban Property and Land Tax (IPTU). However, several Brazilian municipalities have outdated cadastral and tax databases, resulting in fiscal distortions, revenue losses, and inequalities in the distribution of the tax burden. In this context, this research aimed to update the Property Value Map of the municipality of Bom Jesus do Itabapoana, Rio de Janeiro, Brazil, by determining Land Unit Values (LUV) and Building Unit Values (BUV), with the purpose of proposing a progressive methodology for calculating the IPTU based on the principles of tax equity and ability to pay. The methodology comprised the collection and processing of real estate market data, the delineation of Homogeneous Value Zones (HVZ), and the application of the Direct Market Data Comparison Method, Multiple Linear Regression, Geostatistics, and Spatial Multicriteria Analysis. Building values were estimated based on the Basic Unit Cost of Construction (CUB/SINDUSCON), considering building typology, finishing standards, and state of conservation. The results demonstrated a high degree of agreement between the models and the local real estate market, meeting the criteria established by ABNT NBR 14653-2 and the recommendations of the International Association of Assessing Officers (IAAO). The integration of geostatistics and multicriteria analysis provided greater spatial consistency in assessed property values and an appropriate delineation of the HVZ. The tax simulations enabled the definition of progressive tax rates according to property use and assessed value ranges, providing technical support for the drafting and potential approval of a Municipal Complementary Law aimed at establishing a new Property Value Map and an updated methodology for calculating the IPTU, with the potential to strengthen the municipality's tax, territorial, and financial management. Keywords: Urban Property and Land Tax (IPTU); Mass Appraisal; Multiple Linear Regression; Geostatistics; Spatial Multicriteria Analysis; Fiscal Justice
