Abstract
Este trabalho investiga a relação entre desenvolvimento socioeconômico e gestão fiscal nos municípios da região Norte do Brasil. Utilizou-se análise fatorial para criação de um índice de desenvolvimento socioeconômico, o ICV – Índice de Condições de Vida para a totalidade dos municípios que compõe a região e procedeu-se a análise do desenvolvimento socioeconômico local por meio de estatística descritiva. Em seguida, por meio de análise de regressão com 1950 observações, pesquisou-se a relação entre o ICV e IFGF, Esforço Fiscal, PIB per capita, FPM per capita, Densidade Demográfica, e arranjos político-partidários. Os resultados apontaram para um declínio dos níveis de condições de vida no período analisado, e que grande parte dos municípios da região encontram-se abaixo no nível de desenvolvimento socioeconômico considerado médio. Verificou-se ainda que melhores níveis de IFGF, Esforço fiscal, PIB per capita, FPM per capita e maior concentração demográfica, tendem a melhorar os níveis de desenvolvimento local. Quanto aos arranjos político-partidários, viu-se que o desenvolvimento socioeconômico da região pode ser mais afetado por meio das relações do prefeito com o presidente e sua coligação do que com o governador e sua coligação. Políticas públicas voltadas para melhor qualidade da gestão fiscal, aumento da capacidade arrecadatória, e aumento da renda per capita, tendem afetar positivamente as condições de vida da população. Concluiu-se ainda, a partir da pesquisa, que a intensificação das relações político-partidárias entre prefeitura e os partidos que compõe a coligação de apoio ao presidente pode trazer ganhos em termos de recursos e políticas públicas que promovam o desenvolvimento socioeconômico local. This paper investigates the relationship between socioeconomic development and fiscal management in the municipalities of the Northern region of Brazil. Factor analysis was used to create a socioeconomic development index, the ICV – Living Conditions Index for all the municipalities that make up the region, and the analysis of local socioeconomic development was carried out through descriptive statistics. Then, through regression analysis with 1950 observations, the relationship between the LCI and fiscal management, Fiscal Effort, GDP per capita, FPM per capita, Demographic Density, and political-party arrangements was investigated. The results pointed to a decline in the levels of living conditions in the period analyzed, and that most of the municipalities in the region are below the level of socioeconomic development considered medium. It was also found that better levels of IFGF, Fiscal Effort, GDP per capita, FPM per capita and greater demographic concentration, tend to improve the levels of local development. As for the political-party arrangements, it was seen that the socioeconomic development of the region can be more affected through the political relationship of the mayor with the president and his coalition than with the governor and his coalition. Public policies aimed at improving the quality of fiscal management, increasing the collection capacity, and increasing the per capita income, tend to positively affect the living conditions of the population. It was also concluded, from the research, that the intensification of political-party relations between the city hall and the parties that make up the coalition of support for the president can bring gains in terms of resources and public policies that promote local socioeconomic development.
