Evidências do comportamento empreendedor no setor público: uma análise dos servidores técnico-administrativos da Universidade do Estado do Amazonas-UEA

Resumo
Esta pesquisa analisa a manifestação do comportamento empreendedor dos servidores técnico-administrativos da Universidade do Estado do Amazonas – UEA e está estruturada em dois artigos: no primeiro, foi feita uma Revisão Sistemática de Literatura buscando analisar a produção científica sobre empreendedorismo e orientação empreendedora em universidades públicas no contexto dos servidores técnico-administrativos, utilizando dados secundários das publicações na base de dados do Portal de Periódicos da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES). Para o estudo, levou-se em consideração as características das produções; as informações sobre procedimentos metodológicos e os resultados da pesquisa. Os resultados revelaram que a produção científica sobre o assunto tem evoluído em outros sujeitos, mas quanto aos servidores técnico-administrativos de universidades públicas é um tema que se mostra restrito e com poucos estudos sobre o assunto. O segundo artigo, buscou identificar a manifestação de comportamentos empreendedores, assim como, mapear condicionantes e barreiras que influenciam o comportamento empreendedor nas atividades laborais dos servidores técnico-administrativos da UEA. Para isso, utilizou-se de uma abordagem qualiquantitativa, de natureza descritiva. Os dados foram coletados a partir de fontes primárias (questionário com 126 respostas) e secundárias (documentais e bibliográficas). Para análise dos dados, foi usado o Indicador de Comportamento Intraempreendedor no Setor Público (ICISP), obteve-se um percentual de 72,97%, sendo considerado um grau alto de comportamento intraempreendedor nos servidores técnico-administrativos da UEA. Dentre as barreiras que mais impactaram o desempenho dos servidores foram: a Autonomia Gerencial Limitada (68%), a Restrição Orçamentária (66%), a Burocratização dos Processos (60%) e a Resistência à Mudança (60%). This research analyzes the manifestation of entrepreneurial behavior among technical-administrative staff at the Amazonas State University (UEA) and is structured in two articles: the first was a systematic literature review seeking to analyze the scientific production on entrepreneurship and entrepreneurial orientation in public universities in the context of technical-administrative staff, using secondary data from publications in the database of the Journal Portal of the Coordination for the Improvement of Higher Education Personnel (CAPES). For the study, the characteristics of the productions were taken into consideration, as well as information on methodological procedures and the results of the research. The results revealed that scientific production on the subject has evolved in other subjects, but regarding technical-administrative staff at public universities, it is a subject that is restricted and with few studies on the subject. The second article sought to identify the manifestation of entrepreneurial behavior, as well as to map conditions and barriers that influence entrepreneurial behavior in the work activities of technical-administrative staff at UEA. For this purpose, a qualitative and quantitative approach of a descriptive nature was used. Data were collected from primary sources (questionnaire with 126 responses) and secondary sources (documentary and bibliographical). For data analysis, the Indicator of Intrapreneurial Behavior in the Public Sector (ICISP) was used, and a percentage of 72.97% was obtained, which is considered a high degree of intrapreneurial behavior among technical-administrative employees of the UEA. Among the barriers that most impacted the performance of employees were: Limited Managerial Autonomy (68%), Budgetary Restriction (66%), Bureaucratization of Processes (60%) and Resistance to Change (60%).
