Cidadania e acesso às políticas de proteção social no interior do estado do Amazonas: o caso de Eirunepé

Abstract
A Constituição Federal de 1988 tornou-se um marco para o processo civilizatório brasileiro, ao universalizar os direitos sociais, incluindo os direitos da cidadania. Essa dissertação teve como objetivo geral compreender as percepções de cidadania de usuários e agentes acerca do acesso às políticas de proteção social no município de Eirunepé-AM. Especificamente, buscou-se: caracterizar o oferecimento das Políticas de Seguridade Social em Eirunepé-AM; identificar os fatores que facilitam e dificultam o acesso dos usuários; e discutir o acesso à proteção social como base para a cidadania, considerando os direitos sociais previstos na Constituição de 1988 e as desigualdades locais. A pesquisa, de natureza qualitativa, foi classificada como descritiva com aproximações explicativas e realizou-se por meio de entrevistas com usuários e agentes públicos em Unidades Básicas de Saúde (UBS), Centro de Referência de Assistência Social (CRAS), Centro de Referência Especializado de Assistência Social (CREAS), Conselho Tutelar e PREVBarco, buscando captar suas interpretações sobre o funcionamento das políticas. A análise de conteúdo seguiu Bardin (1977), utilizando categorias como participação, acesso aos direitos, proteção social e tratamento igualitário. Todos os procedimentos, da coleta de dados à divulgação dos resultados, obedeceram às normas do Comitê de Ética em Pesquisa (CEP), com CAAE n.o 76608323.6.0000.5153, garantindo a integridade e a proteção dos participantes. A pesquisa justifica-se pela relevância de discutir o acesso aos direitos sociais e à cidadania no contexto das cidades do interior do Amazonas, enfatizando as dificuldades enfrentadas pelos usuários. Como resultado, apesar dos avanços nas políticas de seguridade social, persistem lacunas que dificultam o acesso aos direitos das pessoas em situação de vulnerabilidade e o exercício pleno da cidadania. The Federal Constitution of 1988 became a milestone in the Brazilian civilizational process by universalizing social rights, including citizenship rights. This dissertation had as its general objective to understand the perceptions of citizenship among users and agents regarding access to social protection policies in the municipality of Eirunepé-AM. Specifically, it aimed to: characterize the provision of Social Security Policies in Eirunepé-AM; identify the factors that facilitate or hinder users’ access; and discuss access to social protection as a basis for citizenship, considering the social rights established by the 1988 Constitution and local inequalities. The research, of a qualitative nature, was classified as descriptive with explanatory approximations and was conducted through interviews with users and public agents at Basic Health Units (UBS), Social Assistance Reference Centers (CRAS), Specialized Social Assistance Reference Centers (CREAS), the Guardianship Council, and PREVBarco, seeking to capture their interpretations regarding the implementation of these policies. Content analysis followed Bardin (1977), using categories such as participation, access to rights, social protection, and equal treatment. All procedures, from data collection to the dissemination of results, complied with the norms of the Research Ethics Committee (CEP), with CAAE no. 76608323.6.0000.5153, ensuring the integrity and protection of participants. The study is justified by the relevance of discussing access to social rights and citizenship in the context of municipalities in the interior of Amazonas, emphasizing the difficulties faced by users. As a result, despite advances in social security policies, gaps remain that hinder access to the rights of people in vulnerable situations and the full exercise of citizenship.
