Laboratório de inovação e intraempreendedorismo no setor público: um estudo no (011).lab da Prefeitura Municipal de São Paulo

Resumo
O presente estudo teve como objetivo analisar a relação das características intraempreendedoras e resultados do laboratório (011).lab da Prefeitura Municipal de São Paulo. Os procedimentos metodológicos utilizados neste estudo foram abordagem mistas, como técnica de pesquisa foi utilizado roteiro de entrevista semiestruturado, pesquisa documental e aplicação do questionário Carland Entrepreneurship Index (CEI). No total, foram 14 respondentes neste estudo. O (011).lab surgiu em 2017 em decorrência da junção de duas coordenadorias da Secretaria Municipal de Inovação e Tecnologia da Prefeitura de São Paulo. Como características comportamentais empreendedoras empregadas na criação do (011).lab foram identificados a busca por valor público, busca por oportunidade, desenvolvimento profissional e pessoal, capacidade analítica, capacidade de assumir riscos, experimentação e atuação em rede. As entrevistas ainda evidenciaram a capacidade de transitar na burocracia e a visão institucional como importantes características empreendedoras empregadas pelos fundadores do (011).lab na criação do laboratório. As tipologias integradoras no setor público apontaram o laboratório como uma inovação em si. Dessa forma, na tipologia de orientação estratégica foi identificado que o foco do laboratório é a inovação organizacional. A tipologia de implementação, aponta que a iniciativa foi bottom-up. A tipologia de conteúdo aponta que os resultados são inovações voltadas para a comunicação, inovação organizacional, processos, serviços e de governança conceitual. As tipologias de processos apontam que as inovações produzidas no (011).lab são incrementais e disruptivo. O CEI aponta que os participantes da pesquisa são empreendedores. Dessa forma, foram identificados pelo menos 20 características comportamentais empreendedoras que são utilizadas e desenvolvidas no (011).lab. Conclui-se que existe uma relação entre as características comportamentais intraempreendedoras e a inovação nos laboratórios de inovação. As características comportamentais empreendedoras podem ser utilizadas para constituir um laboratório e/ou podem ser desenvolvidas por meio dos projetos realizados por estes espaços de experimentação. The methodological procedures used in this study were fuzzy approaches, as a research technique, semi-structured interviews, documentary research and application of the Carland Entrepreneurship Index (CEI) questionnaire were used. Total number of 14 interviewees in this study. (011).lab emerged in 2017 as a result of the merger of two coordinators from the Municipal Secretariat of Innovation and Technology of the São Paulo City Hall. As characteristics of entrepreneurial behavioral entrepreneurship in (011).lab, the search for public value, the search for opportunity, professional and personal development, analytical capacity, ability to take risks, experimentation and networking were identified. The interviews also showed the ability to navigate bureaucracy and the institutional view as important characteristics of entrepreneurs undertaken by the founders of (011).lab in the creation of the laboratory. As integrating typologies, they are not publicly mentioned or laboratorial as an innovation in itself. Thus, a typology of strategic orientation was identified as the focus of the laboratory and organizational innovation. A typology of implementation, he assumes that the initiative was bottom-up. A content typology states that the results are innovations focused on communication, organizational innovation, processes, services and conceptual governance. As process typologies point out that the innovation produced is not (011).lab are increased and disruptive. The CEI assumes that the participants conduct research for entrepreneurs. Thus, there are less than 20 identified entrepreneurial behavioral characteristics that are used and developed in (011).lab. I conclude that there is a relationship between intrapreneurial behavioral characteristics and innovation in our innovation laboratories. Entrepreneurial behavioral characteristics can be used to set up a laboratory and / or can be developed by two projects carried out in these experimentation spaces.
