Resumo
Uma rede é composta por diversos atores e consiste na reunião destes de forma participativa em torno de objetivos comuns. Neste sentido, a RMPI realizou um estudo das Redes de Propriedade Intelectual (PI) existentes no Brasil, utilizando uma abordagem qualitativa dos dados e informações disponíveis das mesmas. Verificou-se a existência de 14 redes de PI no país. Contatou-se que as redes de PI vêm ganhando importância no contexto da inovação no país, não apenas no fato destas
redes reunirem parte significativa da gestão da PI nacional, mas também por serem os principais loci de capacitação dos agentes de inovação dos NITs das ICTs. O cenário percebido traduz uma realidade de alta rotatividade destes agentes, por suas atividades ainda não estarem profissionalizadas, além de um quadro de significativa dependência do apoio financeiro estaduais às redes para que estas se mantenham, retratando a ausência de políticas institucionais efetivas no contexto da inovação.
A network is composed of several components that seek common goals. With that in mind, the RMPI conducted a study on Intellectual Property (IP) networks in Brazil, using a qualitative approach to deal with the data provided by them. Fourteen PI networks were detected in the country. It was observed that IP networks are being more valued due to national context of innovation initiatives, not only because these networks are responsible for a significant part of the management of the national PI, but also because they are the main loci for training agents to work with NITs of the ICTs. This scenario shows that these agents do not remain in their jobs, since their professional activities have not been officially defined. Besides, there is great dependence on government financial support to the networks, which reflects the absence of effective institutional innovation policies.
