Práticas de upgrading na cadeia produtiva de caju: um estudo em Guiné-Bissau

Resumo
A presente pesquisa tem como objetivo analisar as práticas de Upgrading na transformação local de caju em Guiné Bissau, propondo um framework teórico e identificando práticas que possam contribuir para o aumento do valor agregado. Buscando compreender como essas práticas podem aumentar o valor agregado e fortalecer o desenvolvimento econômico do país. Foram definidos três objetivos específicos: (i) propor um framework analítico com base na literatura para avaliar o Upgrading na cadeia produtiva de caju; (ii) identificar práticas existentes de Upgrading aplicadas no contexto guineense; e (iii) analisar como essas práticas podem ser implementadas para fomentar o Upgrading de produto, processo e funcional. A cadeia produtiva do caju desempenha um papel fundamental na economia da Guiné-Bissau, representando mais de 90% das receitas de exportação. No entanto, o setor enfrenta desafios significativos, como a dependência da exportação in natura, a baixa capacidade de industrialização local e barreiras estruturais que limitam a agregação de valor. A metodologia adotada incluiu uma abordagem qualitativa baseada em revisão bibliográfica e análise documental, complementada por entrevistas semiestruturadas com stakeholders-chave da cadeia produtiva. Os resultados revelaram que, embora existam iniciativas pontuais, como o beneficiamento de castanhas para produção de amêndoas, a maioria da produção ainda é exportada in natura. A análise também apontou barreiras significativas, incluindo a falta de infraestrutura, o domínio de exportadores internacionais e a ausência de certificações e padrões internacionais, que limitam o acesso a mercados de maior valor agregado. No entanto, identificaram-se oportunidades importantes para o fortalecimento do setor, como o investimento em tecnologias de processamento, a promoção de cooperativas e a diversificação de produtos derivados. A principal contribuição deste estudo reside na proposição de um framework analítico para avaliação de práticas de Upgrading em contextos de economias frágeis, bem como na formulação de recomendações práticas para superar as barreiras estruturais do setor. Apesar de suas limitações, como a abrangência restrita das entrevistas e a ausência de dados financeiros detalhados, a pesquisa fornece uma base sólida para estudos futuros. Recomenda-se a investigação de políticas públicas específicas, o papel da inovação tecnológica e as dinâmicas de poder nas Cadeias Globais de Valor como próximos passos para aprofundar o entendimento sobre o tema. Conclui-se que a transformação local do caju é um caminho viável e estratégico para promover o desenvolvimento sustentável em Guiné-Bissau, desde que acompanhada por políticas coordenadas e investimentos estruturais. The present research aims to analyze the Upgrading practices in the local cashew transformation in Guinea-Bissau, proposing a theoretical framework and identifying practices that could contribute to increasing the added value. It seeks to understand how these practices can increase added value and strengthen the country's economic development. Three specific objectives were defined: (i) propose an analytical framework based on the literature to assess Upgrading in the cashew value chain; (ii) identify existing Upgrading practices applied in the Guinean context; and (iii) analyze how these practices can be implemented to foster Upgrading in product, process, and functional areas. The cashew value chain plays a fundamental role in the economy of Guinea-Bissau, representing over 90% of export revenues. However, the sector faces significant challenges, such as dependence on raw export, low local industrialization capacity, and structural barriers that limit value addition. The methodology adopted included a qualitative approach based on literature review and document analysis, complemented by semi-structured interviews with key stakeholders in the value chain. The results revealed that, although there are isolated initiatives such as processing raw cashews into kernels, most of the production is still exported in raw form. The analysis also highlighted significant barriers, including a lack of infrastructure, dominance by international exporters, and the absence of certifications and international standards, which restrict access to higher-value markets. However, important opportunities were identified for strengthening the sector, such as investments in processing technologies, promoting cooperatives, and diversifying derived products. The main contribution of this study lies in the proposal of an analytical framework for evaluating Upgrading practices in fragile economies, as well as in formulating practical recommendations to overcome the sector's structural barriers. Despite its limitations, such as the restricted scope of interviews and the absence of detailed financial data, the research provides a solid basis for future studies. Future investigations are recommended to explore specific public policies, the role of technological innovation, and power dynamics in global value chains as the next steps to deepen the understanding of the subject. In conclusion, the local transformation of cashews is a viable and strategic pathway to promote sustainable development in Guinea-Bissau, provided coordinated policies and structural investments accompany it.
