Brasil e Angola: convergências e divergências epistemológicas sobre os modelos de administração pública

Resumo
Este ensaio teórico tem como objetivo caracterizar as convergências e as divergências dos modelos de Administração Pública entre Brasil e Angola. Observa-se que, apesar de esses países terem peculiaridades no que tange à sua Gestão Pública, nota-se que os dois possuem raízes histórico-culturais herdadas da mesma Metrópole, Portugal. Nesse sentido, fez-se uma reflexão: se traços culturais marcantes encontrados no Brasil, como clientelismo, nepotismo, lobismo, corrupção e outros podem também ser identificados na Administração Pública em Angola. Apesar das características herdadas de Portugal, aferiu-se também que existem diferenças pontuais entre os dois países quanto às suas formações socioeconômicas. Contudo, este artigo não teve a pretensão de esgotar as congruências e as discrepâncias entre os modelos público-administrativos desses países, pois o objetivo foi levantar indagações e reflexões sobre a temática das relações entre as formas de Administração Pública de cada um deles.
The objective of this assay is to characterize the convergences and divergences of models of public administration in Brazil and Angola. As results, it was found that although Brazil and Angola have peculiarities concerning their public administration, one can perceive that both countries possess historical/cultural roots inherited from the same metropolis: Portugal. In light of this, this study brings a reflection of whether the remarkable cultural traits found in Brazil, such as patronage, nepotism, lobbying, corruption, among others, can be found in the public administration of Angola. In spite of these cultural aspects, inherited from Portugal, it could be observed that there are sharp differences between the two countries as for the socio-economic history of both. Notwithstanding, this theoretical assay did not intend to outwear the congruences and divergences of the models of public administration in the two countries, but to raise inquiries and reflections on the thematic and the relations between the models of public administration between both nations.
