Abstract
No intuito de analisar a inserção do critério ambiental entre as transferências de recursos do ICMS em Minas Gerais, esta pesquisa utilizou-se da perspectiva do Ciclo Político. O processo de consolidação da política foi analisado com base nas etapas identificação do problema, definição da agenda, formulação, implementação e avaliação. Constatou-se que o ICMS Ecológico iniciou com a mobilização dos municípios que destinavam parte do seu território à preservação ambiental, sem, no entanto, receberem repasses financeiros do ICMS por essa atitude. A união desses municípios aliada à inserção de órgãos governamentais, mídia e comunidade inseriu a questão ambiental entre os critérios de repasses de recursos pelo ICMS, através da Lei Robin Hood.
In order to analyze the integration of environmental criteria among the transferences of funds from the ICMS (Brazilian tax on the circulation of goods, interstate and intercity transportation and communication services) in Minas Gerais, this research used the perspective of the Political Cycle. The process of consolidation of policy has been analyzed based on the stages: problem identification, agenda setting, formulation, implementation and evaluation. It was found that the Ecological ICMS began with the mobilization of municipalities which devoted part of its territory to environmental preservation without, however, receive financial transfers from the ICMS for this attitude. The union of these counties combined to the insertion of government agencies, media and community, entered the environmental issue among the criteria for transfer of funds by the ICMS through the Robin Hood Act.
