Abstract
Com o intuito de analisar a possibilidade de acesso ao direito à moradia, como desdobramento do direito à cidade, esta pesquisa teve como objeto precípuo o estudo das práticas insurgentes promovidas pelo Movimento de Luta nos Bairros, Vilas e Favelas (MLB-MG). O estudo de caso único, pautado na localização privilegiada, simbologia histórica e recenticidade, buscou evidenciar os efeitos da Ocupação Maria do Arraial, localizada no hipercentro de Belo Horizonte, nos moradores e militantes do movimento social. Por meio da abordagem interdisciplinar, a pesquisa qualitativa, exploratória e indutiva, utilizou os métodos de observador participante e amostragem bola de neve para compreender a práxis da insurgência urbana, corporificada na ocupação como possibilidade de acesso aos direitos fundamentais. Os métodos combinados com pesquisa bibliográfica, documental e participação direta em atos insurgentes durante o campo foram essenciais para a resposta afirmativa à pergunta de pesquisa. A relevância do estudo evidencia-se na contribuição ao entendimento de práticas sociais como mecanismos capazes de acessar o direito à moradia e à cidade, não concedido, mas conquistado via insurgência urbana. Os resultados demonstram que, contrariando o senso comum do vandalismo, a Ocupação Maria do Arraial desenvolve-se como produção contemporânea de espaço urbano. Ao fissurar o capitalismo neoliberal, desafia a financeirização, a especulação imobiliária e a ausência de cumprimento da função social, resgatando a memória negra do antigo Curral Del Rey. With the aim of analyzing the possibility of access to housing rights as an extension of the right to the city, this research had as its primary object the study of insurgent practices promoted by the Movement of Struggle in Neighborhoods, Villages, and Slums (MLB-MG). The single case study, based on privileged location, historical symbolism, and recency, sought to demonstrate the effects of the Maria do Arraial Occupation, located in downtown Belo Horizonte, on residents and social movement militants. Through an interdisciplinary approach, the qualitative, exploratory, and inductive research utilized participant observer and snowball sampling methods to understand the praxis of urban insurgency, embodied in the occupation as a possibility of access to fundamental rights. The combined methods of bibliographic research, documentary research, and direct participation in insurgent actions during fieldwork were essential for the affirmative response to the research question. The relevance of the study is evidenced in its contribution to understanding social practices as mechanisms capable of accessing housing and city rights, not granted, but conquered through urban insurgency. The results demonstrate that, contrary to common-sense vandalism, the Maria do Arraial Occupation develops as a contemporary production of urban space. By fissuring neoliberal capitalism, it challenges financialization, real estate speculation, and the absence of social function fulfillment, reclaiming the Black memory of the former Curral Del Rey.
