O papel das cooperativas da agricultura familiar no desenvolvimento de políticas públicas

Resumo
Este artigo analisa o papel das cooperativas da agricultura familiar de Minas Gerais no que tange o acesso a mercados institucionais públicos. Para isso, foi utilizada a observação participante como técnica de investigação social ocorrida durante as reuniões do Grupo Temático Construção Social de Mercados, ligado ao Conselho Estadual de Desenvolvimento Rural Sustentável (CEDRAF). Paralelamente realizou-se estudo exploratório das legislações pertinentes ao acesso desses empreendimentos aos mercados institucionais públicos. Fundamentando na análise de conteúdo para análise dos dados, os principais resultados apontam para uma classificação de prioridades do grupo para acesso aos mercados, quais sejam: as legislações de cooperativismo e associativismo, legislação tributária, habilitação sanitária e legislação previdenciária.
This paper analyzes the role of family farming cooperatives in Minas Gerais regarding access to public institutional markets. For this, was used participant observation as a social research technique that took place during the meetings of the Social Construction of Markets Thematic Group, linked to the State Council for Sustainable Rural Development (CEDRAF). At the same time, an exploratory study was developing of the legislation pertinent to the access of these enterprises to public institutional markets. Grounded on the content analysis for data analysis, the main results point to a classification of the group's priorities for market access, namely: cooperativist and associativist legislation, tax legislation, sanitary habilitation and social security legislation.
