Gestão administrativa em campi avançados de universidades federais brasileiras: o caso do campus Patos de Minas da Universidade Federal de Uberlândia

Resumo
Como um dos frutos das diversas ações do governo federal, como o Projeto Rondon, o Programa Expandir e o Plano de Reestruturação e Expansão das Universidades Federais (REUNI), que visaram expandir, interiorizar e democratizar o acesso ao ensino superior no Brasil, foram criados vários campi avançados em universidades federais, especialmente na primeira década do século XXI. Contudo, esses novos campi trouxeram o desafio de se administrar um tipo organizacional novo e complexo. O objetivo deste trabalho foi descrever como foi administrado o campus Patos de Minas da Universidade Federal de Uberlândia (UFU) entre 2011 e 2020 e, a partir dessa descrição, identificar os aspectos positivos e negativos do modelo de gestão administrativa adotado em face ao referencial teórico. A base teórica do estudo norteou-se pelos modelos teóricos de Administração Pública aplicados à gestão universitária. Quanto à abordagem, o trabalho está inserido no campo da pesquisa social e é caracterizado como teórico-empírico de natureza aplicada, por se tratar de um estudo de caso. Em relação aos objetivos, trata-se de um estudo exploratório e descritivo, cujos dados foram coletados através de pesquisas documentais, entrevistas semiestruturadas e questionários. A análise das informações obtidas foi conduzida por meio da análise de conteúdo. Como resultados concluiu- se que o campus Patos de Minas da UFU apresenta uma gestão administrativa majoritariamente burocrática, mas com fortes elementos do modelo político em seus processos de tomada de decisão. Os principais pontos fortes envolvem o bom relacionamento e diálogo entre o campus avançado e o campus sede e entre os pontos negativos destacam-se a baixa autonomia e elevada centralização na gestão do campus Patos de Minas. Dentre as principais recomendações de melhoria apontadas pelo estudo destacam-se: aproximar a estrutura decisória do estudante, rever a estrutura administrativa do campus avançado, aumentar o poder de decisão dos gestores locais, formalizar uma política de bom relacionamento entre o campus avançado e a sede e flexibilizar a gestão administrativa. As one of the products of the various actions of the federal government, such as the Rondon Project, the Expand Program and the Plan for Restructuring and Expansion of Federal Universities (REUNI), which aimed to expand, internalize and democratize access to higher education in Brazil, were created several advanced campi at federal universities, especially in the first decade of the 21st century. However, these new campuses brought the challenge of managing a new and complex organizational type. The objective of this work was to describe how the Patos de Minas campus of the Federal University of Uberlândia (UFU) was managed between 2011 and 2020 and, based on this description, to identify the positive and negative aspects of the administrative management model adopted in view of the theoretical framework. The theoretical basis of the study was guided by the theoretical models of Public Administration applied to university management. As for the approach, the work is inserted in the field of social research and is characterized as theoretical-empirical of an applied nature, as it is a case study. Regarding the objectives, this is an exploratory and descriptive study, whose data were collected through documentary research, semi-structured interviews and questionnaires. The analysis of the information obtained was conducted through content analysis. As a result, it was concluded that UFU's Patos de Minas campus has a mostly bureaucratic administrative management, but with strong elements of the political model in its decision-making processes. The main strengths involve the good relationship and dialogue between the advanced campus and the main campus, and among the negative points, the low autonomy and high centralization in the management of the Patos de Minas campus. Among the main recommendations for improvement pointed out by the study, the following stand out: bringing the decision-making structure closer to the student, reviewing the administrative structure of the advanced campus, increasing the decision-making power of local managers, formalizing a policy of good relationship between the advanced campus and the headquarters and make administrative management more flexible.
