O papel das OSCs na assistência humanitária e promoção da cidadania: o caso dos refugiados venezuelanos em Manaus

Abstract

O presente estudo avaliou o papel das Organizações da Sociedade Civil (OSCs) na assistência humanitária e promoção da cidadania dos refugiados venezuelanos, tendo como um lócus de estudo a atuação da Agência Adventista de Desenvolvimento e Recursos Assistenciais (ADRA) com suas iniciativas executadas em prol desses refugiados residentes na cidade de Manaus, tornando-a coadjuvante na gestão pública e colaboradora para o desenvolvimento social, em que o acesso aos serviços públicos se mostrar desafiador, dado o aumento significativo da população presente e as peculiaridades do contexto urbano. O objetivo geral foi analisar e avaliar o papel da ADRA na assistência humanitária e na promoção da cidadania. Os objetivos específicos foram operacionalizados em três artigos. O primeiro artigo examinou a importância das OSCs na assistência humanitária, o segundo artigo avaliou as parcerias entre OSCs e governo municipal e o terceiro artigo identificou os desafios e soluções na assistência oferecida aos venezuelanos. A pesquisa adotou uma abordagem qualitativa, de caráter exploratório e descritivo. Como principais métodos de coleta de dados, utilizou-se a análise documental, observação direta e entrevistas semiestruturadas com cerca de 46 participantes distribuídos em 08 agentes públicos da Secretaria Municipal da Mulher, Assistência Social e Cidadania (SEMASC), 08 funcionários da ADRA e 30 refugiados venezuelanos. Os resultados evidenciaram a importância das OSCs na complementação dos serviços públicos, destacando a relevância das parcerias público-privadas para melhor capacidade de resposta humanitária. Embora haja desafios enfrentados pela ADRA, observou-se a adoção de estratégias para evitar interrupções dos projetos. De modo geral, o estudo contribuiu para a compreensão do papel das OSCs na governança participativa, diminuindo as desigualdades sociais e promovendo justiça social, ao impactar positivamente a vida dos refugiados venezuelanos com o incentivo à autonomia econômica, ao exercício da cidadania e a integração na sociedade brasileira. ADRA serves as a co-participant in public management and a collaborator in social development, particularly in a context where access to public services is challenging due to the significant population increase and the peculiarities of the urban environment. The general objective was to analyze and evaluate ADRA's role in humanitarian assistance and citizenship promotion. The specific objectives were addressed through three articles: the first examined the importance of CSOs in humanitarian assistance; the second evaluated partnerships between CSOs and the municipal government; and the third identified challenges and solutions in the assistance offered to Venezuelans. The research adopted a qualitative approach with exploratory and descriptive characteristics. The main data collection methods included document analysis, direct observation, and semi-structured interviews with approximately 46 participants, consisting of 8 public agents from the Municipal Secretariat for Women, Social Assistance, and Citizenship (SEMASC), 8 ADRA employees, and 30 Venezuelan refugees. The results highlighted the importance of CSOs in complementing public services, emphasizing the relevance of public-private partnerships for strengthening humanitarian response capacity. Despite the challenges faced by ADRA, strategies were observed to avoid interruptions in project implementation. Overall, the study contributed to understanding the role of CSOs in participatory governance, reducing social inequalities, and promoting social justice by positively impacting the lives of Venezuelan refugees through fostering economic autonomy, the exercise of citizenship, and integration into Brazilian society.
