O Papel das Políticas Públicas no Desenvolvimento Sustentável do Arranjo Produtivo Moveleiro de Ubá-MG

Abstract

Os debates sobre o papel do Estado, a escassez de pesquisas sobre políticas públicas em Arranjos Produtivos e a notoriedade do desenvolvimento do Arranjo Produtivo moveleiro de Ubá-MG, motivaram este trabalho a tentar descobrir que papel, efetivamente, as políticas públicas assumiram na história do desenvolvimento deste Arranjo, visto que a literatura sobre desenvolvimento industrial e vantagens competitivas sustentáveis lhe reserva espaço específico neste processo de desenvolvimento. Para esta tarefa, o estudo deste caso elaborou preliminarmente uma proposição teórica que orientou a coleta de dados através de uma abordagem qualitativa com o objetivo de se obter: (a) a atual estrutura e características comerciais e institucionais do APL-Ubá/MG; (b) as mudanças estruturais, normativas e processuais pelas quais passaram o APL; (c) um inventário de políticas públicas de desenvolvimento do APL moveleiro de Ubá-MG e região; (e) a constatação da existência, nas políticas públicas, de objetivos compatíveis com os fatores determinantes do desenvolvimento sustentável da atividade produtiva encontrados na revisão de literatura; (f) e a percepção dos principais stakeholders do APL em relação às contribuições das políticas públicas na atividade do Arranjo. Utilizando princípios do método Delphi, a pesquisa ouviu algumas das principais lideranças envolvidas em projetos ligados ao desenvolvimento do APL e levantou outras evidências em Diários Oficiais, Planos Pluri Anuais, jornais, pesquisas de diagnóstico setorial, publicações institucionais, manuais e relatórios de órgão da administração pública. Apoiadas pela análise de conteúdo e em estatística elementar, as conclusões de cada fase da pesquisa foram confrontadas, considerando o período em que a política ocorreu, a característica de sua elaboração, a característica de sua implementação e a aderência destas políticas às proposições apontadas na revisão de literatura. A principal conclusão deste trabalho foi que, até recentemente, as políticas públicas não haviam desempenhado nenhuma função na história do desenvolvimento do APL moveleiro de Ubá-MG, deixando a cargo dos empreendedores locais o papel de fertilização do ambiente de negócio. Além disso, as recentes e variadas políticas públicas formuladas para o APL de Ubá demonstraram serem condizentes com as proposições desta pesquisa, apesar de não contemplarem todas elas. Entretanto, os indícios e evidências sobre a forma da implementação de tais políticas recomendam uma reflexão sobre suas fragilidades, com o objetivo de aprimorá-las.

The discussion about the duty of the government, the lack of research on public policy in Productive Arrangements and the notorious development of the furniture productive arrangement of Ubá- Minas Gerais state, were the main motivation of this study as well as to try to find out along history the development of the public policies along the arrangements. Literature about industrial development and sustainable competitive advantages reserves a specific space on this process. To do this, the case study has to begin with a theorical proposition that has oriented the field study and the data collection through out a qualitative approach with the objective to get: (a) the actual structure and commercial characteristics as well as institutional Arrangements in Ubá-MG; (b) the structural, regulatory and proceedings changes where the furniture industry has gone through; (c) an inventory of the public policy development of the furniture sector in Ubá-MG and the region around it; (d) the findings, in the public policies, of compatible goals with the main factors of sustainable development of the activity found on the literature review; (e) the perception of the main stakeholders of the productive arrangements compared to the contribution of public policies in the arranged activity field. Using principles of the Delphi method, this research has heard a few of the most important leadership involved in projects connected to the development of the Productive Arrangement and has raised other evidences in Official Press, Plural Annual plans, newspapers, research of the sector diagnosis, official publications, manuals and reports of the public sector. Supported by the content analysis and elementary statistics, the conclusion of each phase of the research were confronted considering the period of time that the policy occurred, the characteristic of its elaboration, implementation and the adherence of these policies to the proposition pointed by the literature. The main conclusion of this work was that public policies along the history of development of the productive arrangement of the furniture sector in Uba-MG didn´t develop any function, leaving to the local entrepreneurs the role of the business environment. Beyond all this, the recent and variety of public policies formulated to the Furniture Sector of Ubá have demonstrated to be according to the propositions of this research, although it doesn't behold all of them. However, the evidences about the form of implementation of these policies recommend a reflection about its frailties with the objective to refine them.
