Tratou-se de analisar o potencial dessas políticas em produzir efeitos diretos e indiretos nas economias dos municípios que compõem esses territórios. Para definir o recorte territorial, adotou-se a estratégia utilizada pela Secretaria de Desenvolvimento Territorial, órgão da esfera administrativa do Ministério do Desenvolvimento Agrário. Para a análise empírica foi escolhido como recorte analítico o Território Médio Jequitinhonha em Minas Gerais. O estudo foi dividido em duas partes. Na primeira, estudou-se as principais institucionalidades e formas de interação social a serem consideradas no âmbito na execução do PRONAF no território. Na segunda, por meio do instrumental estatístico de Dados em Painel, analisou-se os impactos dos créditos do PRONAF nas principais variáveis econômicas dos municípios do Médio Jequitinhonha. Chegou-se à conclusão de que as políticas públicas para o desenvolvimento rural sustentável a partir do fortalecimento da agricultura familiar são capazes de trazer impactos positivos para economias de baixa dinamicidade econômica, como é o caso do Território Médio Jequitinhonha, desde que sejam observadas as características geográficas, populacionais, institucionais e econômicas do território. O trabalho corroborou a hipótese utilizada sobre os dois fatores que essas políticas, como o PRONAF, podem auxiliar no processo de desenvolvimento desses territórios, bem como também entender melhor cada um deles. Esses dois fatores estão ligados a questões institucionais e econômicas no interior do território, conforme demonstraram os resultados.In this study it was found the main factors by which the implementation of public policies for rural development focusing on family agriculture, especially the PRONAF, may assist in the process of territorial development in areas that have low power economic and what are the scopes of their impacts. It was examining the potential of these policies to produce direct and indirect effects on the economies of the municipalities that make up these territories. To set the crop area, adopted the strategy used by the Department of Territorial Development, the administrative organ of the Ministry of Agrarian Development. For the empirical analysis was chosen as the test crop Território Médio Jequitinhonha in Minas Gerais. The study was divided into two parts. At first, it was studied the major forms of institutional and social interaction to be considered within the implementation of the PRONAF territory. In the second, through the instrument panel on statistical data, analyzed both the impact of the credit PRONAF in key economic variables of the cities of the Médio Jequitinhonha. It was concluded that public policies for sustainable rural development from the strengthening of family farming are able to bring positive impacts to economies of low economic growth, such as the Médio Jequitinhonha Territory, provided that the characteristics geography, population, and economic institutions of the territory. The study confirmed the hypothesis on the two factors used to these policies, as PRONAF, may assist in the development of these territories, as well as better understand each.
