Serviço de Formação Profissional (PROJOVEM), Mariana, MG: processo de construção, funcionamento e alcances

Abstract

O estudo permeia a situação do jovem e sua relação com as políticas públicas, considerando o desafio do acesso ao primeiro emprego, que se intensificou com a pandemia do Covid 19, no Brasil. Para tanto, foi identificada, inicialmente, a estrutura ocupacional do mercado de trabalho e suas relações, no contexto da pandemia, com foco nas características do mercado de trabalho juvenil. Posteriormente, como estudo de caso, foi examinado o Serviço de Formação Profissional para jovens em situação de vulnerabilidade social (PROJOVEM), na cidade de Mariana, MG, com o objetivo de examinar seu processo de construção, funcionamento e alcances, em termos dos objetivos propostos e reflexos na qualidade de vida dos jovens. A presente pesquisa possui um cunho essencialmente qualitativo, sendo realizada no Município de Mariana, MG, que oferta o serviço PROJOVEM, por meio da prefeitura Municipal e da Secretaria de Desenvolvimento Social e Cidadania (SEDESC). Com relação ao público-alvo da pesquisa, foram considerados os gestores do programa, bem como jovens egressos. A coleta de dados envolveu pesquisa bibliográfica e documental, além de pesquisa de campo junto a gestores e ex-beneficiários, por meio da aplicação da matriz GUT e entrevistas semiestruturadas. Os dados foram analisados pela estatística descritiva e análise textual, com o apoio do software IrAMuTeQ. Os resultados indicaram que, quantitativamente, a população adulta tem maior probabilidade de estar ocupada, em relação à população jovem; estando o maior percentual de desocupados relacionado aos jovens de 18 a 24 anos, principalmente, mulheres, de menor grau de instrução. A análise textual sobre a trajetória do discurso legal relativo ao público juvenil destacou o processo de formulação, condicionantes, atividades e instituições envolvidas, além dos alcances do PROJOVEM. Quanto às percepções do público gestor sobre o ciclo político do Serviço de Formação Profissional, seus principais problemas e alcances, os resultados evidenciaram que a maioria dos gestores apresentou a mesma visão sobre o PROJOVEM, tanto em termos da identificação e montagem da agenda, da formulação e implementação, com base nas normas legais, além de uma avaliação de processo, com mudanças positivas na vida dos jovens. No que concerne aos alcances do Programa, sob o olhar dos jovens beneficiários, os resultados foram positivos, tanto em termos da eficácia quanto da efetividade, considerando o alcance dos objetivos propostos e suas implicações na qualidade de vida, cujo significado está associado à saúde, lazer/conforto/paz, trabalho, família e estabilidade financeira. Nesse contexto, pode-se concluir que, apesar da situação de precariedade do mercado juvenil, diante da escassez de recursos e da ofensiva neoliberal, intensificada pela crise pandêmica, o programa PROJOVEM, cujas alterações do discurso legal foram pontuais e incrementais, produziu mudanças positivas na qualidade vida dos jovens, alcançando os objetivos propostos, demonstrando, portanto, a efetividade e eficácia do Serviço de Formação Profissional para jovens em situação de vulnerabilidade social, da cidade de Mariana, MG.

The study permeates the situation of young people and their relationship with public policies, considering the challenge of access to their first job, which has intensified with the Covid 19 pandemic in Brazil. To this end, the occupational structure of the labor market and its relationships were initially identified, in the context of the pandemic, focusing on the characteristics of the youth labor market. Subsequently, as a case study, the Professional Training Service for young people in situations of social vulnerability (PROJOVEM), in the city of Mariana, MG, was examined, with the objective of examining its construction process, functioning and scope, in terms of the objectives proposals and reflections on the quality of life of young people. The present research has an essentially qualitative nature, being carried out in the Municipality of Mariana/MG, which offers the PROJOVEM service, through the City Hall and the Social Development and Citizenship Secretariat (SEDESC). With regard to the target audience of the research, program managers were considered, as well as young graduates. Data collection involved bibliographical and documentary research, in addition to field research with managers and former beneficiaries, through the application of the GUT matrix and semistructured interviews. The data were analyzed using descriptive statistics and textual analysis, with the support of the IrAMuTeQ software. The results indicated that, statistically, the adult population is more likely to be employed than the young population; with the highest percentage of unemployed related to young people aged 18 to 24, preferably women, with a lower level of education. The textual analysis on the trajectory of the legal discourse regarding the youth public highlighted the formulation process, constraints, activities and institutions involved, in addition to PROJOVEM's scope. As for the perceptions of the management public about the political cycle of the Professional Training Service, its main problems and scope, the results showed that most managers had the same view about PROJOVEM, both in terms of identifying and setting up the agenda, formulating and implementation, based on legal norms, in addition to a process evaluation, with positive changes in the lives of young people. With regard to the scope of the Program, from the point of view of the young beneficiaries, the results were positive, both in terms of efficacy and effectiveness, considering the scope of the proposed objectives and their implications for quality of life, whose meaning is associated with health, leisure/comfort/peace, work, family and financial stability. In this context, it can be concluded that, despite the precarious situation of the youth market, given the scarcity of resources and the neoliberal offensive, intensified by the pandemic crisis, the PROJOVEM program, whose changes in the legal discourse were punctual and incremental, produced positive changes in the quality of life of young people, reaching the proposed objectives, demonstrating, therefore, the effectiveness and efficiency of the Professional Training Service for young people in situations of social vulnerability, in the city of Mariana, MG.
