Abstract: Este estudo foi desenvolvido com informações obtidas de entrevistas com 71 proprietários rurais fomentados pela Aracruz Celulose, no Estado do Espírito Santo, com o objetivo principal de diagnosticar, sob os aspectos técnico, econômico, social e ambiental, a colheita e o transporte florestal em suas propriedades. Esses proprietários foram responsáveis por 92 contratos de fomento florestal em processo de colheita e transporte de madeira, entre outubro de 2004 e outubro de 2005, distribuídos em 22 municípios do Estado e cinco depósitos regionais para entrega da madeira. As informações foram obtidas por meio de dois questionários específicos, um para os proprietários que terceirizaram a colheita florestal e outro para os proprietários que a realizaram por conta própria. A área fomentada por contrato variou entre 1,5 e 100 hectares, sendo de até 20 hectares em 76,1% deles e com relevo montanhoso em 59,8%. Os resultados apontaram diferenças entre as regiões dos cinco depósitos de entrega de madeira, em termos de características das propriedades, perfil dos proprietários e área dos contratos de fomento florestal. A colheita e o transporte florestal foram terceirizados em 64,1% dos contratos, sendo os principais motivos a falta de máquinas e equipamentos, indisponibilidade de tempo e falta de mão-de-obra especializada e de caminhão. Foi constatado que a tecnologia de colheita florestal não foi a mesma nas regiões dos cinco depósitos de entrega de madeira, sendo constatadas, também, diferenças entre os subsistemas e métodos utilizados na colheita florestal terceirizada e própria. Na colheita florestal terceirizada, o principal subsistema utilizado foi composto por: 1) corte, com as atividades de derrubada, desgalhamento e traçamento realizadas com motosserras; 2) extração mecanizada; 3) carregamento manual dos veículos de transporte; e 4) transporte realizado com caminhões de três eixos. Na colheita florestal por conta própria, o principal subsistema utilizado foi composto por: 1) corte, com as atividades de derrubada e traçamento realizadas com motosserras, e o desgalhamento foi com ferramentas manuais (machados e facões); 2) extração manual; 3) carregamento manual dos veículos de transporte; e 4) transporte realizado com caminhões de dois e três eixos. Os principais entraves da colheita e do transporte florestal, identificados pelos proprietários, referiam-se às condições climáticas, à falta de mão-de-obra especializada e às péssimas condições das estradas. A maioria dos proprietários que terceirizaram a colheita florestal não teve dificuldade em contratar um prestador de serviço. No entanto, grande parte daqueles que realizaram a colheita por conta própria teve dificuldade em contratar mão-de-obra qualificada, confirmando o fato de esse ser um dos principais motivos da terceirização e dos entraves identificados pelos proprietários rurais fomentados.
This study was developed with information obtained from interviews with 71 farm owners fomented by Aracruz Celulose, in the State of Espírito Santo. The main objective of this study was to diagnose the forest crop and wood transportation in their farms, considering technical, economic, social and environmental aspects. Those farm owners were responsible for 92 forest contracts, in process of the forest crop and wood transportation, among October of 2004 and October of 2005, distributed in 22 municipal districts of the State and five regional deposits for delivery of the wood. The information was obtained by two specific questionnaires, one for the farm owners that outsourced the forest crop and another for those who done it by themselves. The area fomented per contract had 1,5 to 100,0 hectares, having up to 20 hectares in 76,1% of them and with mountainous relief in 59,8%. The results aimed differences among the areas of the five deposits of wood delivery, in terms of characteristics of the farms, the farm owners' profile and the forest contracts area. The forest crop and the wood transportation were done by an outsourced contractor in 64,1% of the forest contracts, and the main reasons were the lack of machines and equipments, time, specialized labors and truck. It was verified that the technology of forest crop wasn t the same in the areas of the five deposits of wood delivery, being also verified differences among the subsystems and methods used by the contractors and by the farm owners. In the forest crop done by the outsourced contractors, the main subsystem used was composed by: 1) logging, with the activities of felling, delimbing and bucking, was done with chainsaws; 2) mechanized forwarder operation; 3) manual loading; and 4) forest transportation was done with three axle trucks. In the forest crop done by the farm owners, the main subsystem used was composed by: 1) logging, with the activities of felling and bucking, was done with chainsaws and delimbing was done with manual tools (axes and machetes); 2) manual forwarder operations; 3) manual loading; and 4) forest transportation was done with two and three axles trucks. The main problems of the forest crop and wood transportation, identified by the farm owners, were the climate conditions, lack of specialized labors and the terrible conditions of the roads. Most of the farm owners that outsourced the forest crop didn't have difficulty in hiring a contractor. However, great part of those who did the forest crop by themselves had difficulty in hiring qualified labors, confirming the fact that this is one of the main reasons of the outsourcing and problems identified by the fomented farm owners.
