Implicações estruturais e legais na implantação das medidas de melhoria no ambiente de investimentos do Programa de Aceleração do Crescimento (PAC)

Abstract

Esta dissertação realizou uma análise, descritiva e diagnóstica, do conjunto de Medidas Econômicas e Institucionais, propostas e implantadas pelo PAC, no período de 2007 a 2014, inseridas no conjunto de Melhorias do Ambiente de Investimento, diretamente ligadas aos incentivos em investimentos em infraestrutura. Para estudar as 37 medidas, a pesquisa foi dividida em três artigos. Os dois primeiros apresentam uma análise, com triangulação dos métodos de coleta de dados e análise interpretativa das medidas. Os resultados indicam que vários assuntos tiveram soluções legais, iniciando seu processo de alteração estrutural do ambiente de investimentos, e por vezes, resultados empíricos já comprovaram seus benefícios ao desenvolvimento brasileiro. Dentre esses, cabe destaque aos Marcos Regulatórios, de Saneamento Básico, do Setor Portuário, do Setor Ferroviário, de Gás Natural, que alteraram o cenário nacional de infraestrutura. Além disso, as medidas relacionadas ao Meio Ambiente e ao Mercado Produtivo, aqueceram o setor produtivo interno e deram credibilidade ao país para investimentos. O terceiro artigo explorou, de forma quantitativa, uma das medidas desse conjunto, a recriação, em 2007, das Superintendências de Desenvolvimentos do Nordeste (SUDENE) e da Amazônia (SUDAM). O objetivo foi analisar os efeitos dessa medida sobre os indicadores de desenvolvimento econômico dos municípios de atuação das superintendências. Os resultados das regressões com dados em painel dinâmico indicaram que as recriações surtiram efeitos pequenos sobre o desenvolvimento municipal. Assim, embora esse conjunto de municípios ainda seja o de maior necessidade de fomento ao desenvolvimento no país, a medida do PAC não foi efetiva, cabendo reformulações para que ela alcance seu objetivo de desenvolver sustentavelmente as regiões Norte e Nordeste do Brasil. Mesmo com algumas dessas medidas estudadas não se mostrando eficientes o suficiente, ainda é necessário considerar que grandes obras, incentivadas por essas medidas do PAC, foram responsáveis por geração de empregos e manutenção dos valores investidos em todo o território nacional.

This dissertation made a descriptive and diagnostic analysis of the set of Economic and Institutional Measures, proposed and implemented by the PAC, from 2007 to 2014, included in the set of Improvements to the Investment Ambience, directly linked to the incentives for investments in infrastructure. To study the 37 measures, the research was divided into three articles. The first and second presents an analysis, with triangulation of the methods of data collection and interpretative analysis of the measurements. The results indicate that several issues have had statutory solutions, starting their process of structural change in the investment, and sometimes empirical results have already proven their benefits to Brazilian development. Among these, Regulatory Framework of the Basic Sanitation, Port Sector, and Natural Gas, which have altered the national infrastructure scenery. In addition, the measures related to the Environment and the Productive Market, warmed the domestic productive sector and gave the country credibility for investments. The third article explored, in a quantitative way, one of the measures of this group, the re-creation, in 2007, of the Superintendents of Development of the Northeast (SUDENE) and the Superintendents of Development of the Amazon (SUDAM). The objective was to analyze the effects of this on the indicators of economic development of the municipalities, operating the superintendence. The results of the regressions with Dynamic Panel Data indicated that recreations had small effects on municipal development. Thus, although this set of municipalities still has the greatest need to policies development in the country, the measure of the PAC was not effective, and reformulations were necessary to achieve its goal of sustainably developing the North and Northeast regions of Brazil. Even with some of these measures being studied not being efficient enough, it is still necessary to consider that large works, encouraged by these measures of the PAC, were responsible for job creation and maintenance of the amounts invested throughout the national territory.
