Título: Independência do Banco Central Brasileiro e taxa de inflação no período 1995 a 2015
Independence of the Brazilian Central Bank and inflation rate in the period 1995 to 2015

Abstract: Tendo em vista a relevância do debate em torno da Tese de Independência do Banco Central para a credibilidade na condução da Política Monetária e as diversas mudanças observadas no cenário econômico nacional, este estudo pretendeu analisar a relação do grau de independência do Banco Central do Brasil (IBC) com a taxa de inflação, medida pelo IPCA, por intermédio dos principais mecanismos de transmissão da política monetária nacional entre os anos de 1995 a 2015. Para isto foi construído um índice de independência do Banco Central através de adaptações à metodologia proposta por Cukierman, Webb e Neyapti (1992) e, partir dos resultados encontrados, foram realizados diversos testes de correlação e causalidade dentre as séries representativas da independência do Banco Central, Taxa de Juros e inflação no Brasil. Observou-se que o grau de IBC auferiu certa volatilidade durante os anos em estudo, registrando seu menor nível no ano de 1995 com o valor de 0,2993 e seu maior nível nos anos 2000, 2001 e 2002 atingindo o patamar de 0,4774. As análises de correlação demonstraram uma relação direta e significativa apenas entre a relação IBC/taxa de juros, tendo as demais relações (taxa de juros/inflação e IBC/inflação) auferido correlações inversas e não significativas entre as variáveis. Os testes de causalidade, apesar de em alguns casos específicos, terem diagnosticado determinadas relações causais entre as variáveis, na grande maioria dos casos constatou-se independência ou, dito de outra forma, a não causalidade entre as mesmas. A principal conclusão do trabalho é a de que a independência da autoridade monetária brasileira não possui relação causal com a inflação e vice-versa. Resultado corroborado pela não existência de relações causais entre as principais variáveis responsáveis pela transmissão da política monetária no país. O que contraria a hipótese de uma correlação inversa e significativa entre as variáveis em estudo.
Considering the relevance of the debate surrounding the Central Bank's Thesis on Independence for the credibility of the Monetary Policy and the various changes observed in the national economic scenario, this study aimed to analyze the relationship between the degree of independence of the Central Bank of Brazil IBC) with the inflation rate, as measured by the IPCA, through the main mechanisms of transmission of the national monetary policy between the years 1995 to 2015. For this, an index of independence of the Central Bank was constructed through adaptations to the methodology proposed by Cukierman , Webb and Neyapti (1992), and from the results found, several tests of correlation and causality among the representative series of independence of the Central Bank, Interest Rate and inflation in Brazil were carried out. It was observed that the degree of IBC showed some volatility during the years under study, registering its lowest level in 1995 with a value of 0.2993 and its highest level in the years 2000, 2001 and 2002 reaching the level of 0.4774 . The correlation analyzes showed a direct and significant relationship only between the IBC / interest rate relationship, and the other relations (interest rate / inflation and IBC / inflation) received inverse and non-significant correlations between the variables. The causality tests, although in some specific cases, have diagnosed certain causal relations between the variables, in the majority of the cases it was verified independence or, in other words, non-causality between them. The main conclusion of the study is that the independence of the Brazilian monetary authority has no causal relationship with inflation and vice versa. This result was corroborated by the absence of causal relations between the main variables responsible for the transmission of monetary policy in the country. This contradicts the hypothesis of an inverse and significant correlation between the variables under study.
