Título: Determinantes da competitividade da indústria brasileira de abate e processamento de carne de frango
Determinations of competitiveness of the slaughter and processing industry of chicken meat

Abstract: A indústria brasileira de abate e processamento de carne de frango passou por várias mudanças desde 1990, que permitiram tornar o País o maior exportador mundial deste tipo de carne em 2004. Por ter se tornado um grande gerador de riquezas e de empregos, e de atuar em um mercado extremamente competitivo, essa indústria necessita de uma constante atenção com os fatores responsáveis pela sua competitividade, sem a qual corre o risco de ser superada pelas de outros países concorrentes. Este estudo objetivou, a partir da mensuração de sua magnitude, identificar e analisar os fatores que determinaram a competitividade da indústria brasileira de abate e processamento de carne de frango a partir de 1990. O modelo utilizado foi o do diamante, desenvolvido por Porter para examinar a vantagem competitiva, englobando a análise das condições de demanda e dos fatores, das indústrias correlatas e de apoio, da estrutura, rivalidade e estratégia das empresas e da ação governamental. Os resultados apontam que a estrutura da avicultura de corte brasileira, baseada no contrato de integração, foi o principal fator determinante para o bom desempenho verificado no período. As regiões em que este modelo não predominou não apresentaram o mesmo dinamismo verificado naquelas onde o modelo surgiu (Sul) ou se expandiu (Centro-Oeste). O crescimento significativo da demanda interna a partir do Plano Real, apesar da elevada carga tributária, foi outro fator que contribuiu para o aumento da competitividade, ao permitir o ganho de escala na produção e no poder de barganha com os fornecedores, que, entre outras coisas, passaram a produzir nacionalmente o que antes era importado. Viabilizou ainda o aumento das exportações, pois reduziu o risco incorrido pelas empresas que destinam a um mercado internacional instável, e sujeito a medidas protecionistas, parcelas elevadas de sua produção. Além desses fatores, colaboraram para a maior inserção da carne de frango nacional no mercado externo as crises sanitárias em países concorrentes e a desvalorização da moeda brasileira frente às demais. Em relação ao futuro, os principais desafios serão, pela ordem, a continuidade do crescimento da demanda interna e externa, a manutenção da sanidade do plantel nacional e o risco de valorização excessiva da moeda.
The Brazilian industry of slaughter and processing of chicken meat passed for some changes since 1990, which had allowed to become the Country the world-wide exporting greater of this type of meat in 2004. Because this industry became a great generator of wealth and jobs, and to act in an extremely competitive market, it needs a constant attention with the responsible factors for its competitiveness, without which the risk of being surpassed by the ones of other competing countries. The objective of this study was, from the measurement of its magnitude, to identify and to analyze the factors that had determined the competitiveness of the Brazilian industry of abates and processing of meat of chicken from 1990. The study was carried out from the "diamond" model, developed for Porter to examine the advantage competitive, including the analysis of the conditions of demand and the factors, the correlated and base industries, the structure, rivalry and strategy of the companies and the governmental action. The results point out that the structure of the Brazilian poultry, based in the integration contract, was the main determination factor for the good performance verified in the period. The regions where this model didn’t predominate had not the same that presented verified dynamism in those where the model appeared (South) or if it expanded (Center-West). The significant growth of the domestic demand from the Real Plan, despite the raised tax burden, was another factor that contributed for the increase of the competitiveness, when allowing the profit of scale in the production and the bargaining power with the suppliers, that, among others things, they had started to produce in Brazil what before it was imported. It still made possible the increase of the exportations, therefore it reduced the risk incurred for the companies who destine to an unstable international market, and which are subject to protectionist policies, high parcels of their production. Beyond these factors, it collaborated for the greatest insertion of the national chicken meat in the external market, the sanitary crises in competing countries and the extreme depreciation of the Brazilian currency. In relation to the future, the main challenges will be, for the order, the continuity of the growth of the domestic and external demand, the maintenance of national breeding healthiness and the risk of extreme valuation of the currency.
